“二战”后，区域经济一体化在全球范围内呈现出蓬勃发展的势头。中亚国家自独立以来，为摆脱所面临的困难和促进本国经济发展，也积极参与到推动区域经济一体化的进程中。虽然中亚国家参加和建立了多个区域经济一体化组织和机制，但成效并不明显，也未能实现中亚国家希望藉此来带动本国经济发展的愿望。究其愿意，既有地缘政治影响和自然条件影响，也与中亚国家自身所处的经济发展阶段、产业结构的不合理以及对区域经济一体化的认识有着密切关系。

王维然，1971年生，男，经济学博士，副教授。从事中亚经济及中亚区域经济一体化研究，先后主持国家社科基金项目、教育部社科项目、新疆维吾尔自治区哲社项目等课题九项，近年来在国内外学术刊物发表论文二十余篇。

Introduction

区域经济一体化一直被中亚国家视为促进经济发展的重要途径，自独立以来，中亚地区也先后建立了多个不同的区域合作机制，但这些区域合作机制的效果、对中亚各国的影响却并不尽如人意，中亚地区成立的区域经济合作组织大多流于形式。中亚国家开展区域经济合作是因为各国认识到以自身实力，无法解决远离世界市场、交通不便、技术落后、工业化程度低、市场经济发育不成熟等缺陷，所以采取抱团取暖来应对困难。但以往中亚经济合作的失败表明，不仅是中亚国家经济实力的制约，而且中亚国家的不合作态度也使得本来可双赢的项目变成了双输的问题。
中亚国家的经济结构及相互矛盾决定了彼此间难以真正形成经济一体化，尽管吉尔吉斯斯坦和塔吉克斯坦对哈萨克斯坦的依赖性较高，但哈萨克斯坦对吉尔吉斯斯坦、塔吉克斯坦两国并无多少需求，而哈萨克斯坦的经济实力和中亚各国间的矛盾造成其无力独自推动中亚区域经济一体化取得实质进展，因此中亚的区域经济合作必须借助大国的力量。
目前，中亚地区的一体化组织只有欧亚经济共同体的发展取得实质性进展。欧亚经济共同体内部不但已形成关税同盟，且计划于2015年将关税同盟升级为欧亚经济联盟。但欧亚经济共同体各国普遍存在市场机制不完善、产业结构单一、过度依赖能源、原材料的困难。就目的而言，一体化组织的建立都是出于政治考虑，但一体化的成功与否则取决于各国能否从中创造并获取经济利益。当前，俄罗斯在中亚发挥主导作用，这是由其传统影响以及为中亚国家提供了安全和基础设施等区域性公共产品所决定的。
长远来看，中亚国家在资源与能源的供给、联系欧洲的通道以及国家安全方面对中国都具有极其重要的意义。中国和中亚的经济合作现状与中国对其的战略需求并不相符，如不能建立与中亚国家的紧密的经济合作，中国在西部的利益将会受到不利影响，当前上合组织在经济合作方面的成效并不尽如人意。
考虑到上合组织存在与发展对中国的重要性，中国迫切需要建立与中亚国家紧密的经济往来，为上合组织的发展奠定经济基础。尽管俄白哈关税同盟已建成并预计于2015年建成欧亚经济联盟，但欧亚经济共同体各国在经济发展水平、产业结构以及相互间经济往来诸多方面甚至未达到欧洲经济共同体的一体化程度，对欧亚经济共同体现有经济基础是否足以支撑一体化程度的提升需深入研究。需分析中国与欧亚经济共同体成员国的贸易结构，研究双方可实现双赢的经济合作的领域，而不是仅局限于贸易领域。以往中亚国家区域经济合作不成功的原因，很大一部分在于各国所得利益的不均衡和各国的政治考虑影响了经济合作，中国的经济实力远超欧亚经济共同体各国，很容易在中国与中亚国家的经济交往中形成“中心—外围”效应并引发中亚民众的不满，而这不利于双方建立长期稳定的经济合作。
中国需通过开展产业内贸易、直接投资、提供区域性公共产品等方式促进中亚国家的经济发展，并在条件成熟时推进中国与欧亚经济共同体各国的经济融合。俄罗斯在中亚地区发挥了其他大国难以替代的作用，中国要想在中亚地区顺利推进经济合作，必须取得俄罗斯的合作，为中亚国家提供区域性公共产品也与俄罗斯的中亚政策及在中亚的利益重合。当前，中国在中亚并未发挥大市场的优势与作用，俄罗斯和中亚国家对中国的疑虑制约了中国参与中亚区域经济合作。中国应通过提供区域性公共产品来促进中亚国家经济的发展以化解其对中国的担心，从而使中国能够推动中亚区域经济合作深入发展。
在推动与中亚国家的经济合作时，中国亦需转变思维，树立大国意识，从将中亚作为能源和原材料产地的思维转变为向中亚地区提供区域性公共产品，发挥世界第二大经济体的外溢作用带动中亚国家的经济增长。只有如此，才可使上合组织得以发展，上合组织真正的生命力在于它应是一个能为本地区国家创造利益和提供区域性公共产品的平台，而不是中国获取中亚资源和市场的工具，当中亚国家将上海合作组织看做能够为其创造经济利益和带来安全稳定的机构时，中国在中亚的利益自然得以保障。
中国东部的开放是中国借助欧美发达国家市场来发展，从欧美发达国家引入资本、技术和市场经济的运作体系，而西部开放则应是中国带动中亚国家发展，为中亚国家提供发展市场经济的资本与经验。但新疆经济的落后制约了中国发挥大市场的外溢效应，中国需要探索合适的方式来实现中国和中亚国家的双赢合作。
