本书对罗马共和国盛期到拜占庭帝国灭亡期间的社会经济变迁进行了论述，并提出了作者的一系列观点。这些观点包括：小土地所有者和大土地所有者之间的矛盾和斗争是贯穿罗马社会经济生活的主要线索；罗马共和国的兴盛和罗马帝国的兴盛所依靠的是乡村自耕农和城市工商业者的支持，然而晚期罗马帝国却使自耕农和工商业者备受打击、剥夺，终于导致西罗马帝国的灭亡；西罗马帝国灭亡后拜占庭帝国(东罗马帝国)之所以能继续存在并且一度中兴，除了由于罗马帝国东部地区一直比较稳定而外，更由于从公元7 世纪起政府陆续调整了经济政策；拜占庭帝国最终仍然难逃覆灭的命运，同样是因为后来毁坏了自己赖以生存的基础，使乡村中的小土地所有者和城市中的工商业者相继破产或逃亡，从而兵源和税源都枯竭了。奥斯曼帝国正是在这种形势下一举摧毁拜占庭帝国的。

厉以宁，汉族，江苏仪征人，1930年11月22日生于南京，1955年毕业于北京大学经济系，留校工作至今。现任北京大学社会科学学部主任、北京大学光华管理学院名誉院长、教授。还担任北京大学管理科学中心主任、北京大学贫困地区发展研究院院长、北京大学国家高新技术开发区发展战略研究院院长、北京大学民营经济研究院院长等职。在商务印书馆出版的著作有：《论加尔布雷思的制度经济学说》、《当代资产阶级经济学主要流派》、《西方福利经济学述评》、《社会主义政治经济学》、《资本主义的起源——比较经济史研究》。1998年获香港理工大学荣誉社会科学博士学位。
