进口业务员应具备市场营销能力、商务谈判能力、函电处理能力、业务操作能力、综合管理能力、政策理解能力等职业能力。
1.市场营销能力
进口业务员要能借助各种渠道收集和捕捉市场信息，及时掌握市场变化和需求动态；能运用收集整理的市场信息资料，分析市场行情动态和客户需求状况，撰写进口可行性调研报告，提出营销方案。
2.商务谈判能力
进口业务员要能敏锐洞察谈判对方的心理，具备高度预见能力和很强的应变能力；能熟练地运用各种谈判技巧，用外语进行进口业务谈判，并能最终达成双赢的贸易协议。
3.函电处理能力
进口业务员要能用外语准确地撰写建立业务关系、询盘、发盘、还盘、接受、改证、装船指示、索赔等业务处理函电。
4.业务操作能力
进口业务员要能快速准确地进行进口成本核算；能科学合理地签订内、外贸合同；能办理开证和改证业务；能及时安排出运、报检、报关和投保业务；能办理内外货款结算；能办理付汇核销；能处理各种进口争议。
5.综合管理能力
进口业务员要能有效地进行各项风险管理；能合理地进行进口融资管理；能成功地进行客户的开发和维护管理；能系统全面地进行整个进口业务操作管理。
6.政策理解能力
进口业务员应能够迅速地掌握进口关税、征免税等最新进口相关政策，能完全理解政策的精神，并能依据政策准确地办理相关环节业务。
（三）进口业务员的专业知识要求
进口业务员应熟悉商品基础知识、外贸基础知识、进口业务知识、国际贸易惯例、外贸法规政策、国际经贸地理等专业知识。
1.商品基础知识
进口业务员应了解商品基本理论，熟悉进口商品的性能、品质、规格、标准、包装、用途、生产工艺和原材料等知识。
2.外贸基础知识
进口业务员应熟悉进口业务流程，掌握价格术语、支付方式、运输、保险、检验、索赔、仲裁、不可抗力等外贸基础知识。
3.进口业务知识
进口业务员掌握进口磋商谈判、签订内外贸合同、开证、改证、订舱投保、报检报关、货款结算、付汇核销、争议解决等进口业务知识。
4.国际贸易惯例

Introduction

改革开放以来，我国外贸事业得到了空前发展。世界贸易组织有关资料显示，到2007年底，我国出口和进口贸易总量均已排名世界第二。虽然我国已进入贸易大国的行列，但是与贸易强国还有很大的差距。如何尽快缩短这一差距，国际商务人才培养是至关重要的环节。
在外贸企业中，进口业务员是指在进口业务中，从事寻找客户、贸易磋商、签订合同、组织履约、付汇核销、处理争议等进口业务全过程操作和管理的综合性外贸从业人员。我国外贸战略已逐渐由“奖出限入”向“进出口平衡”调整，越来越多的外贸企业纷纷开始开拓进口业务市场，外贸企业对进口业务员的需求很大，而市场供应缺口很大。因此，进口业务员的培养迫在眉睫。但是，目前出版的有关进口业务操作教材很少，且大多以知识体系为主，读者看完后，很难搞清楚进口业务工作全貌。有鉴于此，我们结合全国示范性高职院校国际贸易实务重点专业建设项目——进口业务操作精品课程的建设，以及多年进口业务操作从教经验，联合具有多年进口从业经验的外贸业务专家，共同编写了这本《进口业务操作》项目教材。

教师在教学时，可以先让学生以进口业务员职业身份，自己尝试完成每个项目的工作任务；然后教师结合学生完成工作任务的情况，进行示范操作；在示范操作过程中，根据知识链接讲解相关的知识；最后让学生再完成能力实训部分的工作任务操作，以进一步提升其进口业务操作能力。
