《中国城市化进程中统筹城乡就业问题研究》以快速推进的城市化为背景，以农村劳动力进城就业为研究对象，对当前统筹城乡就业中农村劳动力所面临的诸多障碍进行了深入的分析。统筹城乡就业的最大障碍来自于各种正式制度障碍，这些制度障碍的破除，需要充分发挥政府职能，政府要明确在统筹城乡就业中的职能定位，通过不断的制度创新，彻底打破城乡二元就业结构，构建城乡统一、开放、竞争、有序的劳动力市场，完成农村劳动力有序、顺利转移，实现体面就业，并且在就业过程中享受与城市劳动力同等的“国民待遇”。

Author Description

乌兰，蒙古族，1972年生，内蒙古巴彦淖尔市乌拉特中旗人，2012年毕业于北京大学政府管理学院，获得管理学博士学位。现为内蒙古大学公共管理学院副教授，硕士生导师。主要研究方向为公共经济、公共财政、政府预算管理。在《中国行政管理》《贵州社会科学》《中央财经大学学报》《贵州民族研究》《中国财政》等国内核心期刊发表论文10余篇。主持并完成内蒙古哲学社会科学规划项目、内蒙古软科学研究计划项目、内蒙古高校人文社会科学重点研究基地项目、内蒙古大学高层次人才引进项目。先后参与多项国家社科基金项目、国家自然科学基金项目、教育部人文社会科学研究一般项目的研究工作。

第二节国内外研究综述

失业是人类社会进入城市化和工业化时代以后出现的社会现象。如何解决失业、增加就业、促进社会生产的发展是国内外学者普遍关注的热点问题。统筹城乡就业是中国针对城乡二元就业提出的一个新命题，因此，国内学者的研究成果颇多。国外学者虽然直接对统筹城乡就业的研究成果并不多见，但是一些相关领域的研究对本书的研究提供了借鉴。

一、国内研究综述

统筹城乡就业是中国城市化进程中统筹城乡发展的一个重要内容，也是对传统城乡二元就业制度变革的主要内容。国内学术界对统筹城乡就业的研究主要集中在以下几个方面：

（一）关于统筹城乡就业意义的研究

学术界从微观层面和宏观层面两个角度阐述了统筹城乡就业的重要意义。从微观层面看，是从城乡社会经济发展、城乡收入差距、城乡劳动力流动等方面分析的。张建武认为，城乡统筹就业对城乡统一劳动力市场的形成、城乡社会经济协调发展、劳动力资源的优化配置，以及城乡居民自由择业和自由选择工作地点，体现保障方面的公平，实现企业自由选择劳动力等方面具有重要意义。①蔡防探讨了城乡统筹就业的必要性、必然性和紧迫性，认为统筹城乡就业可以增加农民收入，是经济增长的源泉所在，是缩小城乡收入差距的最终法宝，是建立城乡统一的劳动力市场的根本途径。②熊永兰、夏守财认为，统筹城乡劳动者就业，有利于缩小城乡收入差距，有利于优化城乡人口分布结构。实现城乡就业统筹是对传统就业制度的重大突破。①

从宏观层面看，是从国家、政府、社会层面探讨的，如季建林在对我国就业体制演进过程进行梳理的基础上，认为统筹城乡就业对经济与社会发展具有巨大的推动作用。它对打破城乡分割的二元结构、推进农村劳动力的有序转移、增强城镇劳动力的市场竞争意识、促进城市现代化、农村城镇化、城乡一体化和推进我国的民主政治建设，必将产生深远影响。②柳云飞、张素红等认为，统筹城乡就业是城乡一体化发展的重要环节，对于落实科学发展观，促进城乡共同发展，推进社会主义新农村建设，实现中国经济、政治、文化和社会的全面、协调、可持续发展，构建社会主义和谐社会都有着十分重要的价值和意义。作者从五个方面较全面地归纳和阐述了城乡统筹就业的意义：一是有利于推进社会主义新农村建设；二是有利于推进我国城镇化建设；三是有利于最大限度地开发和利用城乡劳动力资源；四是有利于实现人类社会发展的终极目标；五是有利于建设社会主义和谐社会。⑧

（二）关于各地区统筹城乡就业的实证研究

从2006年下半年开始，劳动和社会保障部在17个省、自治区、直辖市的26个市（区、县）开展了统筹城乡就业试点工作。一些学者根据统筹城乡就业的实践，对全国统筹城乡就业的试点地区进行了研究。劳动和社会保障部劳动科学研究所组编的《2005年：中国就业报告——统筹城乡就业》蓝皮书中对北京、湖北、四川等地统筹城乡就业的实践进行了总结，且根据存在问题提出了政策建议④。
