《城乡统筹背景下的产业互动研究》在研究相关理论及考察国外城乡城乡统筹、产业互动的策略和途径的基础上，对部分区域参与产业互动的负责人进行深度访谈，分别选取了平原地区、山区、丘陵地区的试点区域进行问卷调查，通过问卷调查的方式筛选出8个产业互动评价指标。通过赋予指标权重、产业互动评分等，构建产业互动评价指标体系。进而，通过不同区域不同的“产业互动、城乡互融”思想，根据相关资料对我国西部地区城乡统筹发展与产业互动的现状从山区、平原、丘陵三个方面进行全面地、详细地分析，基于不同区域的区情特点，找出目前我国西部地区城乡统筹发展与产业互动存在的问题及其解决办法。在此基础上，针对目前我国西部地区城乡统筹发展与产业互动存在的问题，分别针对山区、丘陵、平原等不同区域，提出若干对策建议。

Author Description

杨柳，男，1965年生．重庆市潼南人。四川大学政治经济学博士、西南财经大学理论经济学博士后，现任四川省社会科学院金融与财贸经济研究所副所长、研究员。九三学社中央农林专门委员会委员、九三学社四川省委参政议政委员会主任、四川省政协农业委员会特邀委员、四川省有突出贡献的优秀专家、中国酒道研究专家委员会副主任委员兼秘书长、四川省酒文化研究会副理事长。
近年来先后主持（主研）10余项国家级课题和省部级课题，这些研究项目在相关地区和企业推广应用，取得了较好的经济效益和社会效益．研究成果多次被国家领导人和省领导肯定批示。编辑出版著作10余部，在核心期刊上发表论文50余篇。曾获四川省哲学社会科学优秀成果三等奖两次、全国商报好新闻一等奖一次、四川省科技进步三等奖一次。

“城乡统筹”是随着农业发展逐步提出并发展起来的，我国还处在探索阶段，“城”、“乡”作为相对独立的主体，可以互动协调发展，实行“城”、“乡”发展双赢为目的的发展格局。在国际上，城乡产业互动并不是一个崭新的事物，有许多国家在这方面已经取得长足的发展，他们在推进城乡统筹、产业互动的过程中有许多值得我们借鉴的经验，可以帮助我们少走弯路。城乡产业互动强调城市和乡村各自的产业主体在自身发展的同时，积极注重二者之间的关联，促进经济要素在二者之间流动，实现城乡产业相互协调、相互依存、共同发展繁荣。产业互动的发展要在统筹城乡的背景下开展，把深度挖掘农业自身发展潜力与发挥工业的支撑、带动作用结合起来，把推进新农村建设与城镇化建设有效结合起来，完善以工促农、以城带乡的机制，推动城乡之间的良性互动，实现城乡互利互荣。目前，在国际上已有许多国家在发展农村经济，推动城乡协调发展的过程中探索出了各自产业互动的途径，它们的成败得失经验对于西部地区的城乡统筹、产业互动具有非常重要的借鉴和启示作用。
日本和韩国的地理位置、国情与我国有很大的相似性，因此，下文将详细介绍日本和韩国成功开展城乡统筹、产业互动的策略和途径，从中总结出其先进的经验以及存在的问题，为我国发展城乡统筹、产业互动提供重要借鉴。
第一节日本城乡统筹、产业互动经验
一、日本概况
日本位于亚洲大陆东岸，是太平洋上的一个岛国，四周环海，与中国、韩国、朝鲜、俄罗斯隔海相望，东临太平洋，由北海道、本州、四国、九州4个大岛和3900多个小岛组成，因而有“千岛之国”之称。日本地处温带，气候温和、四季分明，以温带海洋性季风气候为主，年降水量1000—2000毫米，水量充沛。日本的森林面积约占全国的67％，森林覆盖率较高，水力蕴藏量约3680万千瓦，日本的地热资源丰富，水产资源也丰富，日本北海道渔场由日本暖流与千岛寒流交汇而形成，渔产资源十分丰富。日本的矿产资源较为贫乏，金属矿产储量较少，工业原料主要靠进口。日本人口约1．26亿，以大和民族为主，城市人口占76％以上，是一个人多地少的国家，人口密度很大，且分布不均，多数分布在沿海平原和沿河地带，全国一半以上的人口居住在以东京、大阪、名古屋中心的城市圈。日本是一个多山地的国家，山地面积约占全国总面积的76％，平原面积仅占24％，全国面积最大的平原是关东平原，位于东京附近。海岸线曲折，总长约3万千米。由于日本是一个岛国，位于环太平洋地震带，自然灾害较多，地震频发，每年有震感地震在1000次以上，是世界上地震最多的国家之一，夏季易受台风影响。日本曾经也是一个十分落后的国家，在经过明治维新之后，日本经济迅速发展，到20世纪60年代末被公认为世界第二经济强国，人均国民生产总值在4万美元以上，居世界前列，并且是全球最富裕、经济最发达和社会福利较好的国家之一。日本曾经也经历过地区发展不平衡，城乡差距扩大，贫富悬殊，产业结构不协调的时期：1945年第二次世界大战结束后，日本农业生产指数急速下滑，仅相当于1930年的57％，各类粮食作物、肉类、蛋类产量急剧下降，粮食供应紧张的同时，工农收入差距扩大，二元经济发展结构明显，为了稳定粮食生产，提高农村生产力，缩小工业与农业的发展失衡以及工农收入的扩大化，日本政府通过出台各种政策法令支持落后地区经济发展，并在落后地区、农村实行教育资源的均等化和社会保障的全面化等措施来促进地区经济的平衡，统筹城乡发展。

加快中国农村经济的发展，缩小日益扩大的城乡差距，解决“三农”问题，已成为促进中国经济进一步发展，全面建成小康社会所面临的重要而艰巨的任务。中共十六大报告提出了将城市和乡村经济联系起来，统筹城乡经济发展的思路，十八大报告更进一步指出“要推动城乡发展一体化”，加大统筹城乡发展力度。
城乡统筹发展是党中央、国务院着眼于全面建成小康社会而作出的重大战略决策。彻底消除现存的城乡二元结构，实现城乡一体化，避免扩大进而逐步缩小直至消灭城乡和工农之间的差别、对立和冲突，是城乡统筹发展的目标。
城乡统筹要求产业互动，产业互动就要处理协调好工业和农业之间的关系，用第二和第三产业的发展来带动第一产业发展，用工业化来带动农业产业化，通过农业产业化实现农业和农村工业化来带动农业和农村经济的发展，使它们形成一个有机整体，提高产业关联效应。从一定意义上说，城镇经济的发展进程是城乡互动的过程，也是统筹城乡经济发展的过程，其主线应是城乡资源的优化配置，重视工农、城乡协调发展，从而充分发挥城市对农村的带动作用和农村对城市的促进作用。
本书在借鉴日本、韩国等其他国家成功经验的基础上，结合我国西部地区山区、丘陵、平原的自身特点和实际情况，以及以统筹城乡配套改革试验区（2005年、2006年，上海浦东新区和天津滨海新区分别成为国家综合配套改革试验区；2007年成都和重庆成为全国统筹城乡综合配套改革试验区）为参考样本，分析指出了我国西部地区三个代表性区域城乡统筹发展过程中所存在问题的形成原因，并对新形势下我国西部地区城乡发展的目标及阶段任务提出了若干建议以及作了相关预测性研究，尝试为我国西部地区的统筹城乡发展找到一条合适的路径。
