《建筑业“营改增”会计核算与税务管理操作指南》：
③比较结果，分析原因。如果上述测算结果小于“应交税费——应交增值税（迸项税额）”账户借方发生额，说明企业存在多记进项税额的可能性，则重点开展详细稽查。如果上述测算结果大于“应交税费——应交增值税（进项税额）”账户的借方发生额，则说明企业有可能存在进货没有取得专用发票或其他类似情况，会进一步分析其原因，看有无影响增值税的计算。例如，设法了解企业有无重大的不得抵扣进项税额的项目：
第一，进行财务报表相关分析。从资产负债表中，分析在建工程、固定资产的变动情况，有无在建工程建设项目、待处理财产损失项目等。
第二，进行产品品种、用途分析。稽查被稽查企业是否有免税产品；若生产的产品为生活用品，是否可能发放给职工；产品销售对象有无出口产品。
第三，进行经营项目分析，稽查企业有无兼营不得抵扣进项税额的项目。
总之，通过进行各种形式的比较分析，找出可能存在的问题，有目的、有重点地展开详细稽查。
（2）进项税额抵扣合法性的稽查。
①对专用发票的稽查。
第一，审查有无未取得法定凭证而进行抵扣的情况。逐笔审核进项税计税凭证，稽查有无未取得法定凭证而进行实际抵扣。有无以复印件、传真件代替原件进行实际抵扣等情况。
第二，审查有无以错误法定凭证而进行抵扣的情况。抽查进项税计税发票，核实纳税人登记号是否一致，印章是否齐全，开户银行及账号是否一致，金额有无涂改等。凡是以上要素有误的专用发票不得实际抵扣，购进单位与付款单位不一致时，也不得抵扣。
第三，审查有无代开、虚开专用发票的情况。逐笔审查专用发票，一是辨别发票真伪；二是发现有进项一直大于销项，或某固定往来单位常开出大额专用发票及开票单位与实际付款单位不相一致等线索时，应抽查专用发票、银行单据、实际进货数量等，确认有无代开、虚开专用发票的情况。
②对经济业务事项的稽查。由于进项税额是伴随着企业采购业务的发生而流入企业，所以稽查时会着重稽查与外购项目相关的“原材料”、“库存商品”、“低值易耗品”、“包装物”、“工程施工”等科目所反映的经济业务是否属实，金额是否正确，有无专用发票作为扣税凭证。
第一，稽查有关科目的借方发生额，确定采购业务的事项是否属实。可以通过企业正常的采购、耗用水平加以判断，并调阅记账凭证和原始资料，稽查付款方式，是否已支付货款，付款对象、取得的专用发票有无异常等，找出疑点，核查清楚，必要时可以采用函证、实地调查等方法进一步稽验证实。
第二，稽查购进的货物及应税劳务是否用于不得抵扣进项税额项目。在稽查时，通过稽查企业经营的实际情况，根据购进货物的用途加以推断。例如，服装生产企业采购记入“原材料”科目的材料是钢材、水泥；钢铁生产厂采购记入“原材料”科目的是大米等。这些情况则会判断为不得抵扣进项税的项目。在稽查时，还会特别注意商业零售企业开具的专用发票，稽查其是否属于企业购进的生活资料，如果属实，则不能抵扣税款。
（3）进项税额转出的稽查。
①非正常损失的稽查。所谓非正常损失，是指生产经营过程中，不属正常的损耗，包括因管理不善造成货物被偷、被盗、发生霉烂等损失。企业在产品和产成品耗用的非正常损失的购进货物或应税劳务按规定不得抵扣进项税额。非正常损失一般发生在采购、生产、保管、销售四个环节。

改革开放以来，建筑业在我国国民经济中的地位和作用日益突出，特别是在《九十年代国家产业政策纲要》中，政府已经将建筑业作为国民经济的支柱产业。建筑业具有点多、面广、线长的特点，工程项目具有施工周期长、单件性、流动性、地域性和生产方式多样性、不均衡性等特点。随着建筑工程项目的类型和特征的日趋复杂化，建筑产品的精益化，工程服务方式的多样化，建筑企业对建筑工程项目管理的精益程度要求越来越高。
营业税改征增值税（以下简称“营改增”）是我国财税体制改革的必由之路，有助于调整经济结构、深化产业分工、避免重复征税、优化税收制度和促进企业转型。“十二五”期间国家稳步推进“营改增”扩围，交通运输业、现代服务业、邮政服务业、电信业先后纳入“营改增”，预计建筑业、房地产业、金融保险业和生活服务业也将在不久的将来实行“营改增”。对于建筑企业来说，“营改增”不仅是一场税制改革，也是牵一发而动全身，既直接影响企业的收入、成本、利润、现金流等重要财务指标，又将对企业的商业模式、组织架构、管理模式、制度流程等方面带来重大挑战。
