所谓林下经济，就是充分利用林阴之下的土地资源，发展种植、养殖等多种产业，实现农林牧资源共享、经济共赢的复合经营模式。林下经济是一项新生产业，可以充分利用土地资源，发挥林阴优势，进行立体复合种养，为生物生长创造良好的环境空间，实现农、林、牧资源共享，优势互补，循环发展。发展林下经济，不仅可以使农民的腰包鼓起来，也解决了林下大面积闲置土地造成的资源浪费问题。同时，农民承包山地、林地后，可以在相对较短的时间内获得收益，避免了由于林木生长周期长而长期得不到收益的问题。
发展林下经济可以促进林区和谐的发展和生态林区建设。林下经济培育了林区新的经济增长点，调整了经济结构，增加了经济收入。改变了过去仅靠大量砍伐木材、牺牲资源为代价的经济发展模式。同时拓宽了就业渠道，分流了富余劳动力，促进了山区、林区的社会稳定。
林下经济是一种循环经济，有林菌、林草、林药、林粮、林牧等、多种形式。它以林地资源为依托，以科技为支撑，充分利用林下自然条件，选择适合林下生长的植物和动物种类，进行合理种植、养殖，能起到近期得利、长期得林、远近结合。

我国是一个多山地国家，70％以上是山地，56％的人口生活在山区，全国2100多个县市中有1500多个在山区。林地是山区群众经营和依托的主要生产资料，是国家生态的保障，也是农民增收和林区发展的出路。

林下经济自21世纪初开始在我国兴起，随着林下经济活动成就的取得，林下经济得到社会的普遍重视。在各地政府、主管部门、科研人员和农林业从业者等多方力量的推动下，林下经济在全国范围内得以迅速发展，成为与传统林业和现代农业并存的林业发展形式。可以说，林下经济已经成为当代林业发展的主流形式之一。
