Content Description

信息经济与区域经济发展间关系的重要性一开始并未受到应有的重视。人类进入信息经济时代后，信息占有量及其获取速度已成为决定企业竞争能力强弱以至于经营成败的重要因素；信息获取成本也成为企业经营成本的重要组成部分，直接影响到企业的赢利水平。这种企业在生产经营过程中通过降低信息获取成本和充分有效地利用信息而增加利润的利润增长源泉，已被认可为企业的“第四利润源”。本论文集以区域经济发展较为突出的侨乡福建省泉州市为考察背景，从理论、技术、应用、贡献等角度，通过泉州市的一系列案例清楚地告诉读者：人类在地球资源消耗越来越快的情况下，要想达到资源利用的最优化和利润效益的最大化，就要走信息经济的道路。

Author Description

欧阳钟辉，现任泉州师范学院陈守仁工商信息学院教授、院长，泉州师范学院电子商务研究所所长、创业发展研究中心主任，兼任厦门大学软件学院、福州大学人文学院和北京林业大学研究生导师。泉州创亿科技有限公司和泉州易达信息科技有限公司总经理。
毕业于南京大学地质系，师从于徐克勤院士、王德滋院士、张祖还教授、胡受溪教授等著名矿床地球化学家。1984年考取哈佛APSP（行政、社会政策及计划）管理专业研究生，先后获哈佛大学硕士和博士学位；博士生阶段和留校工作期间即已主持建成哈佛大型HURIS（哈佛研究信息系统）、哈佛危机分析中心的数据库管理信息系统。1995年离开哈佛后领导开发了美国波士顿及硅谷地区几家大公司、银行基于ORACLE/DB2相关数据库的大型电子商务系统。2003年春回家乡泉州从事电子信息、电子商务等领域的教学、科研和开发工作。迄今，已完善和形成独创的大信息平台（Comprehensive Information Platform.CIP）理论并将它成功地运用于美国和中国的多个项目。多年来领导产学研团队开发了十几个专为区域经济服务的公共信息平台，其中多个获国家版权局的软件产品登记证号，并被很多媒体和专家认定达到国内领先水平，受到科技部、商务部和省市科技领导机构的重视和支持。
近年来，较大的兴趣集中在信息经济与区域经济发展关系的研究上，本论文集即是在该领域的研究成果。

Book Abstract

此外，信息经济还对经济学中的边际效益递减理论、规模经济理论、产业理论、企业竞争理论、通货膨胀率与失业率之间关系的理论、经济周期波动理论等产生了广泛而深刻的影响。20世纪，诺贝尔经济学奖仅仅时隔五年，就史无前例地两次奖给了五位对于信息经济学做出开创性贡献的经济学家。2005年的诺贝尔经济学奖又奖给了两位研究方向与信息经济学关系密切的博弈论学者。
信息经济对经济发展的重要性还体现在它对经济结构的影响上。以计算机信息技术为代表的当代高新技术的发展，为人类社会的发展提供了提高生产力的革命性、创新性的手段。正如蒸汽机的发明加快了人类机械化的进程，电的发明加快了人类电气化的进程一样，计算机信息技术的发明，已开始加快人类信息化的进程。同时，我国加入世界贸易组织后，对我国的企业而言，就意味着不仅要面对日益激烈的国内市场竞争，更要应对经济全球化过程中的国际市场竞争。加入世界贸易组织，使国门进一步敞开，企业首先要面对的不是参与国际市场份额的重新分配、对国际资源的重新配置，而是要面临在国内外市场上，跨国公司与我们的竞争，尤其是他们建立在信息技术上的企业竞争力的竞争。在工业化程度最高的美国，同信息直接与间接有关的部门的产值在国内生产总值中所占的比重已达到80％来自以数字化和网络化为特征的信息产业。其次，还表现在蓝领职工占全美国职工的比重，正在从20世纪90年代中期的20 9／6缩减到21世纪头几年的10％，非专业的白领职工占全国职工的比重，在这15年左右的时间内，也将从40％减少到20％～30％，而专业性白领职工，即知识型人员，则有可能从40％迅速增加到60％～70％。这类知识型人员包括研究开发人员、设计人员、信息和咨询人员、经理、教授、科学家，以及其他有各种专业知识的智力劳动者。上述蓝领职工的缩减及专业性白领职工（知识型人员）增加的现象业已出现在我国较发达的地区和城市（如上海、北京、深圳等地），只不过变动幅度没有美国那样大。

Introduction

20世纪70年代末80年代初，中国改革开放拉开帷幕的时候，我为撰写《常州工业发展的道路》（人民出版社，1979年）、《探索经济建设的新路子：常州经济建设的基本经验》（中国社会科学出版社，1983年）两本书，在江苏常州住了较长时间，多次往返于北京与常州两地，同常州的干部和人民建立了深厚的友谊，因此我一直视常州为自己的第二故乡。
进人21世纪以来，我应华侨大学的邀请，为培养和指导数量经济学、企业管理两个专业的博士生，每学期来回于北京和泉州之间，一年有三四个月住在侨乡泉州，同华侨大学师生结成了一种可贵的亲情，并同泉州一些企业、政府部门以及其他单位有较广泛的联系。现在，泉州又成了我的第二故乡。
泉州师范学院的欧阳钟辉博士，就是我在泉州结识的一位好友。他和他领导的团队长期致力于以信息经济促区域发展的教学研究工作，并作出了令人瞩目的成就。摆在我们面前的由欧阳钟辉博士主笔的《信息经济与区域经济发展》一书即为明证。
该书以论文集的形式，分编为五篇25章，理论联系实际，内容相当丰富。它反映了当前我国推动工业化与信息化相融合的新型工业化道路在泉州的具体实践。它显示了信息技术与信息资源以及两者相互结合，给泉州地区发展所带来的动力和实惠。
