也是人本城镇化得以提质、升级、彰显特色的关键要素、重要抓手和最终落脚点。事实上，园区“以人为本”城镇化发展的道路实践，就是在不同发展阶段一系列“以人为本”城镇化项目的有效集结和成功实施，分别破解了城镇化发展不同时期所面临的关键约束和重要短板。项目实施方面，近些年富民惠民项目及合作经济建设，较好地解决了统筹城乡发展中动迁农民的收入持续增长和资产性收入增加问题，而教育方面的一系列项目则为区域一体化的优质教育服务覆盖可及的各方面做出了不懈的努力。

生产生活方式变化之后，如何实现动迁农民的持续增收及获得资产性收入增加，是园区人本城镇化发展在区域一体化阶段着重需要解决的核心问题。这方面，园区2010年以来启动了动迁农民收入和集体经济的双倍增计划，通过富民载体建设和发展合作经济，想方设法提高动迁农民的收人水平，优化收入结构，构建收人增长机制，实现城镇化发展的载体富民合作惠民。

发展合作经济方面。园区开发建设过程中，一方面将农村集体资产置换成标准厂房等优质资产，坚持“把根留住”，让村委会改成社区居委会后依然可以发展社区经济，既解决社区公共开支来源，又让动迁农民得以分享资产性收益；另一方面动员各街道在现有土地资源中配置不少于20％的土地用于富民载体建设，至今累计已建成各类富民载体约270万平方米，所有社区稳定性收入超500万元，有些社区稳定性收入已超过千万元。为了切实保障动迁农民利益，并让他们共享发展成果，园区推进三大合作改革。全区49个社区全部完成股份合作社改革，另外还成立了15家富民公司、71家专业合作社，累计参加三大合作组织的农村居民近7万户，户户拥有社区集体经济股份，41％的动迁居民投资加入富民合作社。2013年，园区三大合作社（社区股份合作社、富民合作社和专业合作社）的股红分配金额达到2亿元，合作经济已经成为园区集体经济富民惠民的重要渠道和载体。
