刘晓丽，女，汉族，中共党员，河南省巩义市人。毕业于中国科学院地理科学与资源研究所，获人文地理学专业理学博士学位，现就职于住房和城乡建设部城乡规划管理中心，副研究员。近年来，先后主持或参与完成40余项国家、部省级科研课题和规划项目，在国内外核心期刊发表学术论文30余篇。目前主要致力于城市与区域规划、城市群可持续发展、城乡规划管理、城市地下管线规划建设管理等领域研究。

3.3城市群地区资源环境承载力研究的理论基础
3.3.1系统理论
系统论在强调整体有机性的基础上（胡宝清等，2005），认为“科学分析必须按照相互作用的组成部分的系统”来进行思维（阎星等，2008）。系统理论中研究比较成熟的有开放系统理论、耗散结构理论和复杂系统理论。所谓开放系统是指系统中存在着要素流入和流出，从而其组成要素发生变化与更换，系统与外界有着物质、能量和信息交换（余丹林，2000）。开放系统是拥有生命力的必备条件（LV.贝塔兰菲，1981）。一个远离平衡态的开放系统，通过不断地与外界交换物质和能量，使系统某参量变化达到一定阈值时，可能从原有的无序状态转变为在时空或功能上稳定有序的新状态。这种在远离平衡的非线性区，通过耗散物质和能量而维持的宏观有序结构就是耗散结构。形成耗散结构必须满足三个条件：（1）系统是开放的；（2）远离平衡态；（3）系统内部各要素存在着非线性的相互作用。复杂系统理论主张事物之间的相互作用，相互联系。根据Emery和Trist（1972）有关“复杂的社会系统”的概念，城市群的功能特征表现为：适应性、开放性、替代性和相互联系性。第一个特征暗示出城市群像所有的社会体系一样，以众多变化的方式在演化；城市群的开放性，具有其内部结构的相互依赖性，表明城市群必定会具有历史的可分析性；替代性和相互联系性特征说明对于城市群系统的趋势预测是极其困难的，这些趋势常常被系统的组成成分间广泛的替代所掩蔽（朱英明，2004）。
由于城市群系统本身就是一个复杂系统，系统内部资源环境和社会经济各要素之间存在着复杂的非线性的相互作用关系，因此，城市群地区资源环境承载力的研究中，必须始终坚持系统论的观点。系统理论对城市群地区资源环境承载力的研究具有如下指导作用：（1）开放系统是事物具有生命力的必备条件，城市群地区资源环境与社会经济系统时刻与外界区域进行着活跃的物质、能量和信息的交换，这是城市群区域人地系统开放性的体现，也是城市群持续不断发展的根本原因。

资源与环境是人类赖以生存的基础。上个世纪以来，科技进步和社会生产力的极大提高，加速和推进了人类文明发展的进程，同时，人口剧增、资源过度消耗、环境污染、生态破坏等问题也日益突出。在这种形势下，资源环境与社会经济发展之间的协调问题日益为人们所关注。资源环境承载力，作为衡量人地关系协调发展的重要判据，已成为衡量区域可持续发展的重要指标之一，也是我国划分主体功能区的重要基础。伴随着我国城市化进程的不断加快，城市群地区已经成为今天和今后我国经济发展格局中最具活力和潜力的核心地区，但同时，城市群地区也是一系列资源环境问题高度集中且激化的地区。化解城市群地区可持续发展面临的矛盾，亟待加强城市群地区资源环境承载力研究。城市群地区资源环境承载力理论、方法与实践研究，对于推进城市群地区的可持续发展，进而推动我国城镇化的健康发展，具有十分重要的现实意义。然而，目前承载力研究尚未形成完善的理论体系，区域资源环境承载力研究主要集中于单要素研究，综合要素承载力研究欠缺。尤其是，针对城市群地区特征对其资源环境承载力进行系统研究的成果十分有限，该领域的理论、方法与实践研究尚处薄弱环节。
本书针对城市群这一特殊区域，对其资源环境承载力理论、方法和实践进行系统研究。理论研究方面，针对城市群发展特征，将区域资源环境承载力概念进行延伸，提出城市群地区资源环境承载力的定义及特点，分析其影响因素及相互作用机理，并依据发展的logistic理论，结合城市群形成发育的基本规律，分析城市群地区资源环境承载力的变化规律和变化机制。方法研究方面，在对城市群地区资源环境承载状态和承载力的辩证关系进行研究的基础上，分别提出城市群地区资源环境承载状态的综合测度方法和城市群地区资源环境承载力的综合测算方法以及系统预景方法。
