海洋捕捞业既面临着如何实现自身可持续发展的问题，也肩负着为人类整体的可持续发展作出贡献的使命。指标体系是将海洋捕捞业可持续发展思想从概念转化为行动的桥梁与纽带。目前我国还未建立起有效的国家一级的海洋捕捞业可持续发展指标体系。《海洋捕捞业可持续发展及其指标体系研究》试图对我国的海洋捕捞业可持续发展指标体系提出一个概念性的框架，并指出建构我国海洋捕捞业可持续发展指标体系亟待解决的理论问题和实际问题。依据这一思路，作者将《海洋捕捞业可持续发展及其指标体系研究》的主题确定为“海洋捕捞业可持续发展及其指标体系研究”。
《海洋捕捞业可持续发展及其指标体系研究》的总体研究目标是，系统阐明海洋捕捞业可持续发展及其指标体系的建构理论、方法和程序，以此为基础，结合中国特别是中国海洋捕捞业的具体情况，提出中国建构国家级海洋捕捞业可持续发展指标体系的概念性框架以及在此过程中所面临的政策议题和应优先开展的活动领域。

Author Description

张红智，1977年10月出生，山东省青岛市人，2000年毕业于中国海洋大学法学院，获法学学士学位，2003年毕业于中国海洋大学管理学院，获管理学硕士学位，2008年毕业于中国海洋大学水产学院，获农学博士学位，现为山东外贸职业学院讲师。近年来主要从事民商法学、西方经济学、渔业经济学的研究和教学工作，在《海洋科学进展》、《中国渔业经济》等刊物上发表数篇文章，参与多项课题。

第一章 可持续发展及其指标体系
第一节 可持续发展思想简史
一、人类文明变奏曲
人类的历史可以分为四个发展阶段，即前发展阶段、低发展阶段、高发展阶段、持续发展阶段。在这一过程中，人地关系顺次经历了古代的统一和近代的对立两个阶段。以占主导地位的经济发展形式为依据，人类文明可分为采（集）猎（捕）文明、农业文明、工业文明和生态文明四个阶段。
古代由于人口和生产规模较小，人类对环境影响不大，环境与发展问题并不显著。然而，到20世纪下半叶，全球经济、社会的快速发展激化了人地关系中固有的“张力”，全球性的人口、资源、环境危机第一次把全人类推到了一个尴尬的境地。
二、古代文明衰落的生态原因
迄今为止，远古农业文明除中华文明得以延续外，其他都已远离人类而去。一度极为辉煌灿烂的玛雅文明，仅经历短短的五六百年就突然归于沉寂。
美索不达米亚文明（苏美尔文明），由于灌溉技术的不可持续性，水坝和运河淤塞、河水漫灌和盐分累积使土壤逐渐失去肥力，技术不足以及频繁受到入侵者的袭扰，文明走向衰亡。
希腊人和罗马人同样没有摆脱这种命运。在埃及人、希腊人、罗马人的斗兽游戏中，成千上万的动物死去，一些大型动物（如狮子）在希腊和埃及绝迹。
黄河流域是中华民族的摇篮。在农业发展中，由于盲目开发，滥伐森林，使得这片森林草原成为千沟万壑、满目苍凉的荒山秃岭。在农牧业阶段引起的生态破坏等环境问题一直延续至今，1998年长江流域发生的大水灾不能说与此无关。
