新形势下如何把握机遇克服挑战，如何进一步发挥“五缘”优势，拓展闽台紧密经贸联系，以进一步推进海峡西岸经济区的建设和两岸政治经济文化关系的发展？这是一个迫切需要研究与解决的问题。本章在总结福建过去30年来求闽台紧密经贸联系的成效、经验与制约因素，阐明“三通”新形势对福建拓展闽台紧密经贸联系的影响的基础上，提出新形势下福建拓展闽台紧密经贸联系的思路与构想、措施与政策，并阐明其意义与作用、条件与可行性。

经验与制约因素一、福建求闽台紧密经贸联系的主要成效闽台两地在经济发展阶段方面具有梯度差异性，在产业结构和生产要素禀赋方面具有优势互补性，为闽台交流合作提供了动因、空间与可能。事实上，福建在求闽台紧密经贸联系、促进两岸关系发展中具有独特优势：一是有助于福建成为祖国大陆改革开放的前沿、对台交流的前沿的毗邻的地缘与经济区位优势；二是为福建拓展对台直航、扩大闽台及两岸经贸交流合作奠定了良好自然基础的海空运输能力与港口优势；三是可以促进台湾同胞对祖国大陆的认同感，并有助于对台招商引资的源远流长的亲缘、血缘、文缘关系与人文优势；四是有利于做好对台工作、扩大闽台及两岸各项交流合作的中央赋予的“特殊政策、灵活措施”与各种特区优势。
