Author Description

须同凯，江苏省丹阳市人。1953年、2月出生。1975年7月毕业于北京第二外国语学院西欧语系。1976年起在中国驻外使馆经商机构工作近十年。1997年起任外经贸部(现商务部)欧洲司副司长，巡视员，主管对俄罗斯、独联体和上海合作组织的双边经贸关系。上海合作组织成立经贸部长会晤机制后，2001年至2009年任上海合作组织经贸高官委员会中方高官。此外，还担任中国中亚友好协会理事、中国上海合作组织研究中心常务理事和中国东欧中亚研究中心理事等职务。
主要著作(编著)：《新丝绸之路》，中国物资出版社2001年版；《丝绸之路上的新商机》，中国海关出版社2007年版，并发表关于东欧、俄罗斯、中亚和上海合作组织的论文、研究报告数十篇。

Book Abstract

地回应中亚国家对开展经济合作的关切，不能给中亚国家带来现实的经济回报，它们的目光将不可避免地付诸别处，这将使该组织受到全面削弱。各国高层领导审时度势，及时地从上海合作组织发展的内在要求和本国与地区社会、经济发展需求出发，及时将上海合作组织的重心扩大至经济合作，使经济合作与安全合作成为推动组织发展的两大支柱，顺应了时代发展的要求，这不仅给上海合作组织注入了新的活力，也符合国际组织长远发展的必然规律。2004年6月17日，上海合作组织塔什干峰会特别强调指出，随着组织进入新的发展时期，要将工作重点逐步转移到开展全面务实合作方面上来，要大力推动安全、经贸、人文等各个领域合作，尽快取得实际成果，造福六国人民。这标志着上海合作组织结束初创阶段，开始了安全和经济合作全面发展的时期。
随着上海合作组织区域经济合作进程的推进和其成效的显现，各国，尤其是中亚国家对上海合作组织经济合作的要求和期望增强，希望上海合作组织成为一个“获得财政经济资源、巩固国家经济和解决各国社会问题的渠道”。而随着有关国家投入的加大，上海合作组织区域经济合作能给各成员国社会、经济的发展、各国摆脱国际金融危机对本国社会经济冲击所产生问题的努力所带来的近期看得见、摸得着的效果和为地区长远发展所注入的活力，与各国领导、主管部门、企业和民众对上海合作组织区域经济合作的期盼越来越成正比。上海合作组织成立八年来，各国彼此间经贸联系更加密切，上海合作组织成员国间贸易占本国贸易比重大幅上升。哈、乌、塔、吉与上海合作组织其他成员国的贸易额已占本国外贸总额的32％-66％，中国已成为各国重要的贸易伙伴和投资来源地。我国向成员国提供的9亿美元优惠出口买方信贷和3年1500人培训计划等措施项下，在中亚国家实施了一批基础设施建设和生产型项目，中亚各国普遍受益并予以高度评价，增进了成员国间经济的互相依存度。中方在合作中所持的建设性态度和兼顾各方关切、循序渐进、加大投入的做法得到各方普遍认可。在当前受国际金融危机影响、世界经济增长放缓的情况下，各方对上海合作组织区域经济合作的认同度和期望值更加提高。上海合作组织区域经济合作有望成为本国、本地区发展重要渠道的共识正在逐步形成，并有望通过各国共同努力，使推动上海合作组织区域经济合作、带动本地区共同发展，造福各国人民的共识不断予以升华。
Introduction

后危机时代，和平、发展、合作仍是不可阻挡的历史潮流。世界政治多极化，经济全球化进一步深入发展。与此同时，区域经济合作与区域经济一体化也日益成为受世人关注的重大议题，呈现出加速发展和扩大之势，预计到2010年，全球区域贸易协定将达到400个。绝大多数WTO成员都参加了一个以上的自由贸易协定。建立自由贸易区成为区域经济一体化的一种主要实现形式或主要选择。
上海合作组织是从“上海五国”边境安全机制发展起来的。2001年6月15日，中国、俄罗斯、哈萨克斯坦、吉尔吉斯斯坦、塔吉克斯坦和乌兹别克斯坦六国元首在中国上海签署了《上海合作组织成立宣言》，宣告一个崭新的区域合作组织——上海合作组织的诞生。上海合作组织六个成员国领土总面积达3017万平方公里，占欧亚大陆的3／5，人口总和占世界人口的1／4。自成立以来，上海合作组织成员国之间的合作不断深化，随着形势的发展，区域经济合作逐渐上升为重要的合作内容，并成为与安全和反恐怖同等重要、推动该组织不断发展壮大的“两个轮子”之一。
在上海合作组织成员国中，除中国外，其他国家均为独联体成员国，在上海合作组织成立之初各国经济发展水平相差较大，因此从上海合作组织成员国的实际情况出发确定了以贸易投资便利化作为区域经济合作的起点，为此在2001年9月14日，六国政府首脑签署了《上海合作组织成员国政府间关于区域经济合作的基本目标及启动贸易投资便利化进程的备忘录》，以此标志着区域经济合作正式启动。时隔两年，经过认真磋商，2003年9月23日，六国政府首脑签署了上海合作组织区域经济合作的纲领性文件——《多边经贸合作纲要》，首次全面阐述了区域经济合作的近期、中期和长期发展目标。短期内将积极推进贸易投资便利化进程。
