Author Description

高运胜，男，1971年生，河南信阳人，上海对外贸易学院国际经贸学院副教授，管理学博士，硕士生导师，上海对外贸易学院国际经贸研究所兼职研究人员，研究方向为服务业与区域服务贸易。作者在《财贸经济》、《国际贸易问题》和《世界经济研究》等期刊发表论文10多篇，并主持或参与国家社科基金、上海哲学社会科学规划课题、上海市教委重点课题、上海市优秀青年教师科研专项基金项目等课题。

2.3 生产性服务业的国际转移
随着企业组织发展模式从大规模生产向大规模客户化（customization）转变，制造前（如R&D）和制造后（客户服务）的服务流程在整个价值链中处于相当重要的地位。基于现代通讯和信息技术发展，跨国公司为了降低成本，逐渐将某些服务工作平台转移至劳动力成本低而劳动力素质高的新兴工业化国家，比如转向爱尔兰、印度和菲律宾等国家，服务业大规模转移带来新一轮产业结构调整和布局调整。
目前研究产业转移理论的主要有发展经济学家普雷维什的中心一外围理论、弗农的产品生命周期理论、赤松要的雁行理论、小岛清的边际产业转移理论等等，但是这些理论主要是用来解释制造业国际产业转移的，其中有的对于服务业国际转移也同样具有一定的解释力。
2.3.1 传统的直接投资理论
传统的对外直接投资理论主要是基于发达国家跨国公司的某些优势而对外投资的理论。
1.垄断优势理论
1960年海默（Stephen Herhert Hymen）提出的垄断优势理论认为跨国公司拥有的某些垄断优势可以用来抵消与东道国企业竞争中的不利因素，并能补偿跨国经营所增加的成本且获得高额利润。

Introduction

长期以来上海经济快速增长主要依靠制造业要素和资源的大量投入，并形成较强的路径依赖。全球金融危机导致国际市场需求急剧萎缩，要素边际收益持续下降，传统粗放型增长方式已难以为继，2008年经济增长率也创12年新低，加快经济转型已势在必行。
国务院2009年3月提出上海率先建设国际金融中心和国际航运中心，积极发展服务经济为主的产业结构，将上海加快现代服务业发展、经济结构转型提升为国家战略，为上海经济结构调整提供了良好契机。上海目前已经具备从“工业经济”向“服务经济”产业结构过渡的条件，上海《国民经济与社会发展十一五规划》中也明确提出要发展以生产性服务业为核心的现代服务业，并采用集聚区方式承接国际转移。目前上海主要生产性服务业集聚区发展主要依靠政策优惠和外资推动，“根植性”较差，外生型较多，需要政府不断培育内生型集聚区。且随着信息技术的不断发展，企业网络化联系日益增多，并突破传统的地理上集聚组织结构模式，产生虚拟服务和生态服务创新集聚模式的萌芽，并不断提高产业集群创新能力。上海发展生产性服务业有利于增加就业和增强服务业竞争能力，加快产业结构调整，缓解资源、能源瓶颈，降低商务成本，形成新型产业体系，转变城市功能，加快转变经济增长方式，加速从区域中心城市向全球城市的迈进。随着信息和通讯技术发展，服务业国际转移不断增加。
但传统的制造业和服务业集聚理论目前还不能够适应生产性服务业集聚区发展，应该找寻新的集聚动因、影响因素和模式。研究生产性服务业集聚模式发展演变的内在规律，承接国际服务业转移，构建生产性服务业集聚区或者功能区，对上海加快迈入服务经济为主的产业结构具有重要意义。
本书以笔者2008年同济大学博士毕业论文《上海生产性服务业集聚区发展模式研究》为基础修改而成。特别感谢导师同济大学经济与管理学院叶耀明教授，她对本研究选题、大纲的确定、文章的多次修改，均提出宝贵的建议。叶老师深厚的学术功底和严谨的治学作风对我形成非常深刻的影响，让我受益终身。
感谢上海市人文社科重点研究基地上海对外贸易学院国际经贸研究所对于本书出版的资助。所长沈玉良讲授在课题的写作过程中提供了很多资料，他独特的分析视角既拓展了我的视野，也给了我很多启迪。同时感谢上海对外贸易学院国际经贸学院聂清院长，她一直鼓励我认认真真做研究，踏踏实实做学问，并在学院工作安排上尽可能提供便利，这对课题顺利及时完成给予非常大的帮助。书中尽可能列出引用的主要参考文献，但是限于篇幅不能一一列举，在此向这些学术的前行者也表示诚挚的谢意，我的些许心得都是站在巨人的肩膀上获得的。
