涉及近年来经济学界两次比较有影响的学术争论——比较优势争论与新型工业化道路争鸣。而西北民族地区因其民族性、内陆区位、独特的资源禀赋以及特殊的工业化历程等特征而具有区域经济学、发展经济学、民族经济学等方面较高的学术研究价值。《双重视角下的西北民族地区经济发展问题研究》的理论意义在于对区域优势理论、区域产业发展理论进行全面、深入的分析、综述与评价，从双重视角建立起一个以区域产业与市场成长为核心的区域经济发展框架，从区域产业发展与区域产业结构优化角度解释、分析区域经济的发展以及区域经济发展差距；在此基础上结合西部大开发战略在该地区的进一步深入实施，重点对西北民族地区经济发展问题进行区域产业发展与区域产业结构优化分析，并寻求相应的发展对策与政策建议。通过研究，《双重视角下的西北民族地区经济发展问题研究》力求在区域优势理论、区域产业理论以及区域经济发展差距成因理论等方面作出一定的理论贡献。

Author Description

滕堂伟，1999年硕士研究生毕业后留校任教，1999年10月至2000年10月受中欧高等教育合作项目资助在英国杜伦大学经济系进修。回国后为研究生开设中国社会主义市场经济研究、专业英语、商务英语等课程，为本科生开设对外贸易概论、海关业务与管理、比较经济学、经济政策原理、银行实务与管理等课程。目前为兰州大学经济学院区域经济学在读博士，主要从事理论经济学、区域经济学研究。

第一章区域优势理论综述
优势理论是经济增长理论（贸易理论）的基础，在经济学说的演化过程中，先后形成了区域比较优势理论、后发优势理论以及竞争优势理论，由此形成了经济学说中的区域优势理论体系。其中，前者又具体包括绝对比较优势理论、相对比较优势理论、要素禀赋学说、国际贸易新理论等。区域优势理论对分工、贸易以及经济增长战略等经济增长过程中的一系列重大问题提出了规范阐述和实证探究，对经济学的发展演化产生了基础性推动作用。区域优势理论是本书研究西北民族地区区域经济发展的视角之一。
一、比较优势理论与区域产业分工
从经济学说演化的历程可以看出，经济学从萌芽到现代经济学的正式形成，学者们对经济增长、国民财富增加原因的探究，基本上是从产业的角度出发的。如重商主义对对外贸易以及顺差的唯一肯定，重农主义把农业一土地生产物视为各国收人及财富的唯一来源或主要来源等。在当时特定的时代背景下，这些学说为西欧相应国家在一定时期内的经济增长、财富增加，起到了一定的积极作用，为经济学的正式诞生打下了坚实的基础。但由于这些理论身的局限性与时代的变迁，其消极影响也越来越突出。现代经济学的诞生，对经济增长、国家财富增加的研究开始趋于科学与理性，视野更加开阔。但对产业发展与经济增长内在关系的研究，在经济学理论体系中始终占有非常基础而重要的地位。
经济学鼻祖亚当·斯密提出的“分工受市场范围的限制”命题，开创了经济学界对分工问题研究的先河。分工是产业形成的基础，分工的不断深化与发展成为产业发展、产业分化的本原性力量。在斯密看来，市场规模不断扩大所产生的不断深化的分工，带来了效率的提高，促进了原有产业的发展与新型产业的兴起，共同推动着经济的不断增长。那么，区域（国家）之间，按照什么样的原则进行合理分工，进而形成双赢的区域（国家）产业结构，实现共同经济增长呢？对于这一重大理论问题，不同的经济学家作出了不同的但又一脉相承的理论解说，形成了丰富的优势理论库。
