第2节毕节试验区的历史回顾
一、毕节试验区的建立
1985年6月，胡锦涛同志担任中共贵州省委书记，为解决贵州的贫困问题奔波。在两年多的时间里，胡锦涛同志带领省委一班人走遍贵州全省86个县市区，深入穷乡僻壤，调查研究、体察民情。贵州的贫困是触目惊心的。农民背土上山，在石缝中种植庄稼，一场大雨，水土流失。收成无几；一些家庭经常无粮下锅，全家老少只有一条裤子，谁出门谁穿；土法炼锌、小煤窑、小炼焦烟尘弥漫，四野疮痍累累。在贵州西北部最贫困的毕节地区，胡锦涛同志掀开农户的锅盖看饭食，坐在农家的床边听疾苦。根据调查情况，贵州省委省政府反复研究探讨，寻找摆脱贫困的
道路。
1988年1月7日，胡锦涛同志约见贵州农业区划办同志，正式提出建立“毕节地区开发扶贫、生态建设试验区”的设想，确定试验区重点是解决起步阶段的问题。
1988年3月9日，胡锦涛同志主持召开省委常委扩大会议，讨论了《关于建立毕节地区开发扶贫、生态建设试验区的意见（讨论稿）》，决定建立毕节试验区。
1988年4月9日，中共中央政治局委员、国务院副总理田纪云同志听取了建立毕节地区开发扶贫、生态建设试验区的汇报，赞同“开发扶贫、生态建设试验区”的思路，并委托国务委员陈俊生同志召集17个部办委负责人会议，研究建立毕节试验区的问题。胡锦涛等同志出席了4月11日召开的这次会议。会上，各部委一致表示支持建立毕节开发扶贫、生态建设试验区。
