作为当代经济学的一个分支学科，国际经济学在一个相当长的历史时期中，常常被人们理解为仅仅是讨论有关国际贸易与国际金融问题的专业学科，是少数学者和专业人士才能够涉猎的领域。随着经济全球化进程在世界范围内的日益深化，尤其是中国对外开放既定战略目标的稳健实施，中国经济与世界经济的联系愈发密切，对外经贸已成为推动中国经济强劲增长的最重要动因。国际经济学所阐述的基本理论、政策，所进行的案例分析和对策研究，无论是在理论的抽象逻辑演绎层面，还是在经济的现实运行层面，都具有愈发重要的借鉴意义。国际经济学正在成为每一个愿意了解中国经济和世界经济的人的必修之课。
现代意义上的国际经济学是在传统的国际贸易和国际金融理论的基础上发展起来的。作为一门系统的和独立的理论，它出现于20世纪40-50年代，即以凯恩斯为代表的新古典主义学派兴起后不久，国际经济学便应运而生。经过半个多世纪的发展演进，新的研究方法和学说层出不穷，国际经济学已成为一个研究对象明确、逻辑线索清晰、涉猎问题广泛的新型经济学科，为越来越多的经济学家、政府官员、国际组织乃至平民百姓所掌握和运用，成为当代发展最为迅速的经济学科之一。更有一批优秀的国际经济学家因为他们杰出的理论贡献而摘取了诺贝尔经济学奖的桂冠。
国际经济学所研究的是国际经济活动和国际经济关系。国际经济活动进行的前提是，作为经济过程主体的国家（地区）必须存在。国家是人类社会经济活动发展到一定阶段的产物，因此国际经济显然也应该是随着人类社会经济活动的不断发展才产生的，其过程体现为经济活动跨越国界的伸延与拓展，其结果是世界经济的产生。随着经济一体化，尤其是经济全球化进程的发展，不同国家（地区）经济活动的过程日益以利益为纽带结合到了一起，同时它们之间的矛盾也由于经济全球化的发展而有了新的展开、激化和深化。这使得不同国家（地区）的民众既分享到经济全球化进程给他们带来的好处，也承受了这一过程所给予他们的竞争压力。但各个经济体无不清楚地认识到：其必然要参与经济全球化的进程，并在这一进程中求得自身的生存与发展。
