Content Description

粮食问题是国家的战略问题，也是重要的民生问题。2004年后，中国的粮食价格逐步由政府控制走向市场调节，受市场不稳定因素的影响越来越大，由此导致粮食主销区面临的粮食价格波动也越来越大，逐渐成为粮食研究的重要内容。《神农书系·粮食主销区价格调控问题研究：以北京市为例》针对此间题，在综述前人已有研究的基础上，依据“市场”与“政府”的相关经济学理论，构建了主销区粮食价格调控的理论框架和研究思路。在此框架和思路统领下，《神农书系·粮食主销区价格调控问题研究：以北京市为例》进而从四个层面对粮食价格调控问题进行了深入分析研究。第一层面是结合北京市粮食历史基本情况，分析了目前粮食主销区的粮食消费、粮食供给和粮食价格调控政策。第二层面是分析北京市以大型粮食加工企业和粮油批发市场为依托主体的粮食价格调控方法和手段及其运行中存在的问题，并结合实际的食用油调控过程进行了价格波动及调控案例分析。第三层面是主销区粮食价格调控面临的外部国际环境，包括世界粮食供求格局的形成和国际粮食企业的垄断经营，以及其对中国粮食供求的影响。第四个层面是以韩国粮食供给、需求和调控的经验为借鉴，构建出北京市粮食价格调控的主要目标、原则和总体框架，得出了相关价格调控的结论，并提出了进一步完善的相关政策建议。
Author Description

孔祥智，男，1963年3月生，山东郯城人。1985年在山东农业大学获农学学士学位，1988和1997年在中国人民大学分别获经济学硕士和博士学位。1988年留校任教至今。现任中国人民大学农业与农村发展学院教授、博士生导师，党委书记兼副院长。主要研究领域：农业政策分析、合作经济、林业经济等。近年来在《经济研究》、《管理世界》、《中国人民大学学报》等刊物公开发表学术论文200余篇，著作（含合著）30部。曾获第二届、第四届中国农村发展奖，第九届北京市哲学社会科学优秀成果二等奖，第十届中国人民大学优秀科研成果一等奖，宝钢教育奖，入选教育部2004年度新世纪人才支持计划。学术兼职：中国合作经济学会副会长、中国农业技术经济研究会副会长、中国农村合作经济管理学会副理事长、北京市农业经济学会常务副会长、北京市城郊经济研究会副会长、农业部软科学委员会委员等。

三、依托古船食品公司实施粮价调控实践2003年春季“非典”大暴发，由于此次疫病暴发比较突然，传播较快，北京作为疫病的重灾区，发生了商品抢购风波，各大超市面粉供应纷纷短缺，农贸市场的面粉价格暴涨。4月20日，在超市和农贸市场出现集中购买粮油产品的现象。面对市场粮食价格上涨的情况，北京市政府要求古船食品公司承担增加面粉供应，稳定粮食价格的责任。古船食品公司迅速制定应对突发事件的措施，主要采取措施如下：
（1）迅速调集粮源。为保障市场供应，满足市场需要，采购部迅速与河南、河北、山东小麦供应基地联系，由公路运输改为铁路运输，确保生产所需原料供应。
（2）组织原粮加工。扩大加工规模：2003年4月21日开始，古船食品公司采取“三班四运转紧倒班”的应急措施，每班由8小时工作延长到12小时，开始满负荷运转，连续半个月满负荷运转保障北京各大超市粮食供应，减少市民抢购。4月23日，京粮集团代表政府紧急召开会议，要求古船面粉公司24日早晨配送250吨古船面粉到全市各大超市。公司紧急启动刚刚租赁的面粉厂，按照高于国家标准的内控标准组织生产。“4月21日至28日，共生产面粉？062吨，出库量达7343吨，4月23日一天出库l201吨，创下单日最高出库量记录①”
调整加工结构：公司制造一部调整粉路，全部生产市场需求量大的25千克装富强粉。河北埠城面粉厂满负荷生产，产品一下线便迅速运往北京。古船食品公司每天向北京市场投放1000吨优质面粉。
（3）保证粮食储备。在“非典”时期，除满足市场应急需求外，还时刻保证有1000吨的政府储备面粉和200吨的部队储备面粉。
（4）原价销售成品粮。面对“非典”时期粮食市场价格的迅速上涨，古船公司始终保持“非典”前的市场价格。在“非典”最严重的时刻，25千克装的面粉一度卖到48元，个别地方甚至上涨到68元一袋，古船食品公司没有参与短期的市场涨价，始终按平时价格37.1 5元一袋销售。
