薛坪，女，1961年生，经济学学士，石河子大学经济与管理学院副教授，主要从事教学和产业经济的研究工作。主持国家软科学基金项目1项，主持横向课题1项，发表学术论文10余篇。
孔令英，女，1978年生，管理学博士，石河子大学经济与管理学院副教授，硕士生导师，主要从事生态经济的教学与研究工作。目前主持教育部人文社科基金项目1项，兵团社会科学基金项目1项，大学校级课题2项，发表学术论文10余篇。
石冠峰，男，1969年生，管理学博士，石河子大学经济与管理学院副教授，硕士生导师，企业管理硕士点负责人，工商管理系副主任，主要从事组织管理和团队建设方面的研究。目前主持教育部人文社科基金项目1项，主持校级课题2项。近年来在该领域陆续发表学术论文10余篇，其中数篇分别发表于《中国工业经济》等CSSCI期刊。

一、和谐新疆的内涵
新疆是我国面积最大的省区，也是我国民族成分最复杂的地区之一。新疆的土地面积有160万平方公里，占全国面积的1/6，边境线长达5400多公里，与俄罗斯、哈萨克斯坦、吉尔吉斯斯坦等8个国家接壤。自古以来，新疆因其特殊的地理位置，成为东西方不同民族往来迁徙和多元文化交汇之地，形成了多民族共存、多元文化的特点，新疆的民族众多，世居民族13个，民族成分有47个。在漫长的历史长河中，各族人民和睦相处，共同开发建设着这块土地。近年来，各族人民在抵御外来侵略的斗争中，浴血奋战，生死共存，结下了深厚的友谊，维护了边疆的稳定和祖国的统一。中国共产党的领导和社会主义制度，为实现新疆各族人民的大团结奠定了根本的政治基础，汉族离不开少数民族，少数民族离不开汉族，各少数民族之间相互离不开的思想观念深入人心。但是，随着冷战结束后的国际形势的变化，民族因素和宗教因素在国际政治中的影响明显上升，各种民族主义思潮与活动趋于活跃，引发了一些国家和地区的冲突和内乱，民族分裂势力、宗教极端势力、暴力恐怖势力在西方敌对势力的支持下，通过各种手段对新疆进行渗透破坏活动，对新疆的稳定和发展造成了一定的威胁。
