Author Description

周金黄，男，l965年生，山西宁武县人。北京大学经济学硕士，北京师范大学经济学博士。曾在军校学习并在部队服役多年。1996年转业到地方，先后在北京市物价局、中国人民银行金融研究所、办公厅、支付结算司工作。在《金融研究》等核心期刊发表学术论文多篇。在人民银行支付结算司工作期间，参与组织建设中国现代化支付系统、中央银行会计核算数据集中系统、人民币跨境支付系统等，负责第三方支付机构监管及相关规则制度的拟订工作，以及支付体系国际交流与合作、支付体系研究等，是国内最早关注并致力于支付经济学研究的学者之一。

《现代支付体系与支付经济研究》：
其中票据可以背书转让，只是商业汇票由于有效期长，成为重要的融资工具。预付卡、电子现金、数字签名认证工具、人体特征识别技术等新兴支付工具的出现和发展，是信用货币发展到信息化时代的产物。电子支付工具的内在价值通常与某个或某种支付结算（或存款）账户相关联，由其发行者的信用和账户的实名程度来决定，信用等级越高、实名程度越强，则风险等级越低。
支付系统或渠道，将支付工具通过支付终端，与账户体系相连接，负责传递支付指令信息或资金转移信息，实现账户资金的存取和转移。电信基础设施的高度发达，网络信息技术的高度发展，使得支付清算系统的建设和互联互通变得比较容易。公共网络也可以通过加密算法、认证技术、协议、防火墙等，形成比较独立的专用网络。不同的支付系统之间可以通过前置系统、接口、安全认证机制和设施实现互联。
支付终端用于与支付工具进行交互，承担支付指令的发出和应答，检查支付指令的合法性、真实性，并将支付信息送到支付系统进行处理。ATM、POS机等机具是最典型的支付终端。手机、电脑、移动终端、可穿戴设备等已经成为有竞争力的新兴支付终端。这类支付终端往往能够将支付工具、终端、账户、渠道等集合于一体，实现点对点支付，机动性和便捷性很强。
一般而言，一项完整的支付服务要经历几个环节。
1.发起。说服客户接受支付机构的服务形式，发行支付工具；签订合同协议，包括开设资金账户、确认账户信息、支付信息模式等。
2.部署。组织整合和技术集成；向客户、消费者提供技术终端或产品，提供接口、软件支持；与支付服务链上的其他参与者如银行，技术检测、认证机构进行接触，签署协议；对雇员进行培训。
3.谈判。根据服务量或服务金额的大小，选择实时支付、预付，还是延迟支付服务；是否提供信用；折扣的确定、收益的分配等。
4.支付。支付交易的确认；支付交易授权；信息和资金转移等。
5.支付后服务。包括清算；记账，账单提供，发票传递；查询查复；维护交易信息档案；如果交易撤回，还需提供取消交易的服务。
