《中国资本账户开放：一种平衡的方法》：
图3.3 更加具体地展示了自20世纪90年代中期以来资本账户管制的演进路径，主要包括四种管制措施的演变：一是资本流入管制；二是资本流出管制；三是外汇相关管制；四是金融部门管制。前两种措施涵盖了对六类资产的管制，包括货币市场工具、债券、股票、金融信贷、集合理财工具与直接投资。第三种措施涉及当地使用外汇放贷、购买本地发行的外币证券、对外汇存款账户的区别对待，以及对外汇头寸的限制。最后一种措施是对非居民和居民账户的区别对待，对海外借款的限制，以及在维持海外账户方面的限制性规定。
如图3.3所示，得到最广泛应用的工具是外汇相关管制，而且拉丁美洲国家比其他新兴市场经济体应用得更加广泛。应用最少的是金融部门管制，而且拉丁美洲国家比其他新兴市场经济体应用得更少。最早的转向出现在外汇相关管制，在20世纪90年代晚期的危机期间，这些管制措施的使用逐步增加。对资本流入与流出的管制在21世纪初一度有所下降，但最终也发生了转向，在北大西洋金融危机爆发之后，这些管制措施的使用明显增加。对资本流动管制措施的使用近期明显增加，使得拉丁美洲国家与新兴市场国家的平均水平相比，当前对资本流动的管制更加严格。从资本流动管制的演变来看，阿根廷和委内瑞拉显著加强了资本管制，其他国家的资本管制也有所加强，但相对而言更加温和。因此，拉丁美洲已经不再是一个资本账户相对开放的区域了（图3.2）。
