Introduction

进入21世纪以来，我国进入快速城市化阶段。2000年，人口城市化率是36％，到2012年，就达到了52％，年均增长近1．4个百分点。与快速城市化相伴随的是我国的城市经济的快速扩张。到2011年，全国城市数量为658个，其中包括4个直辖市、15个副省级城市、269个地级城市和370个县级市。在所有城市中，地级以上城市市辖区行政区面积为643371平方公里，仅占全国土地面积的6．70％；但人口数量达到3．98亿，约占全国总人口的30％；实现地区生产总值达293025．53亿元，占全国的62．06％；规模以上工业企业实现工业总产值463176．40亿元，占全国规模以上工业总产值的54．99％；社会消费品零售总额113805．89亿元，占全国61．89％。据测算，到2020年，我国的城市化率将超过60％，2040年将超过70％，城市经济在国民经济中的地位与作用将进一步提升。
城市经济有其独特性。与宏观经济主要关注劳动力、资本、技术等要素以及与之相应的宏观经济政策不同，城市经济更多着眼于城市内部和外部空间结构演变下的经济活动区位选择问题。但由于一些特殊的原因，与国外以地租与土地利用为核心对城市住宅、城市交通等问题展开研究并形成完善、成熟的城市经济理论体系不同，国内学者对我国城市经济问题的研究仍处于探索的阶段。
改革开放后的我国经济，一方面由于向市场经济的转轨意味着生产要素会在要素报酬（劳动者的工资、资本的利率、土地的租金）的引导下向报酬高的地区或用途集聚，另一方面由于经济全球化带来资本的全球流动以及与资本流动相伴随的技术溢出对我国经济增长带来了深刻的影响。因此，在向市场经济转轨与经济全球化并行的背景下，发达国家过剩资本的全球逐利性流动，通过其技术携带效应和要素聚集效应，促进了城市外部空间结构调整即城市体系的形成和内部空间结构调整即城市土地利用的阶段性演变。事实上，外部空间结构对单个城市而言就是城市功能的选择。
