二、非洲，一个非常富庶、捧着金饭碗要饭吃的地方

非洲是当今世界上唯一一块还没有得到开发或者说没有被充分开发的大陆。虽然不能说是一片空白，但大部分地方和空白也差不了多少。虽然欧洲殖民主义者统治了非洲数百年，但由于非洲地域的广阔性与复杂性，交通基础设施的严重落后，生活条件的艰苦，居民素质的低下，社会、经济发展的严重滞后，除了少数沿海开发条件较好的地方或者是价值巨大而又十分容易运输的黄金、宝石外，大部分地方绝大部分资源并没有得到卓有成效的开发。即使是黄金、宝石等宝贵的矿藏得到开发的地方也微乎其微。可以说，非洲是典型的捧着金饭碗要饭吃的地方。例外的是南非，由于地处非洲大陆最南端，除了资源非常丰富之外，还有得天独厚的自然地理位置，三面临海，好望角又是苏伊士运河未开通前欧洲人从海路到亚洲的必经之路，是殖民地时期欧洲列强角逐的战略要地，先后经历了荷兰、英国两次殖民，涌人了大量的荷兰、英国等欧洲移民，钻石、黄金、铜矿、铁矿等矿藏资源得到了较好的开发，成为非洲最富有的国家。

1．非洲具有丰富的土地资源

撒哈拉沙漠以南的黑非洲50多个国家和地区有2000多万平方公里（1平方公里=1平方千米）的土地，可耕地8亿公顷。但实际耕种面积仅有1．68亿公顷，70％以上的土地处于荒芜状态，可以说绝大部分仍是处女地。笔者在非洲工作、考察期间，曾经乘坐吉普车去过许多国家的野外，在广阔的热带草原和高原气候地区，在到处一望无际的原野上，只稀稀拉拉地生长着几棵树，荒草萋萋、荆棘遍地，雨季时，草能长到2米多深；旱季时，光秃秃的土地上只能看到一座座的蚂蚁山，几乎见不到耕种的印迹。已耕种的土地也没被充分利用。除了极少数外国农场主的种植园外，绝大部分地方的当地人还处于原始社会的刀耕火种时期，雨季到来时的播种季节，用镬头、锄头或者其他东西在地上挖个坑，放上几粒种子就等待雨季后的收获。每到收获之后，再通过放火烧荒制造肥料。收获之后的非洲，往往是漫天狼烟，遮天蔽日。这种耕种方式获取的收成，亩产不过几十斤（1斤=500克）。如号称“非洲粮仓”的津巴布韦每公顷玉米单产是670公斤（1公斤=1千克），平均每亩44．69公斤。尼日利亚的谷物每公顷单产是394．8公斤，平均每亩是26．33公斤。

2．非洲具有丰富的农业、林业、畜牧业资源

非洲光照时间十分充足，赤道从中部东西贯穿整个非洲大陆。整个非洲地区地处热带、亚热带，除撒哈拉沙漠和卡拉哈迪沙漠、纳米比亚沙漠外，大部分地方是热带雨林、热带草原、热带季风、热带高原、热带海洋气候和亚热带气候，是世界上农产品、经济作物的优质产地，许多农产品在世界上独具特色，品质优良。如剑麻、腰果、烟叶、咖啡、可可、丁香、油棕、橡胶等。当然，香蕉、木瓜、芒果、椰枣等热带沙漠植物更是俯拾皆是。芝麻、玉米、花生、棉花、水稻、小麦、木薯、土豆、芋头等农作物都适宜在这里生长，大部分是一年多季。乳香、没药、卡里特果、柯拉、阿尔发草等是非洲的土特产，享誉世界。

非洲具有丰富的林业资源。非洲森林覆盖面积为24％，林木储蓄量为38亿立方米，主要集中在中西部，以刚果河流域、塞内加尔河流域、赞比西河流域、尼罗河流域的上游以及东非大裂谷为主。非洲的黑木、红木等优质木材闻名于世界。还有大部分宜林地处于荒芜状态，但滥砍滥伐现象十分严重。

非洲具有丰富的畜牧业资源。非洲有世界上最为辽阔的草原地区，草原面积占非洲面积的27％，现有可畜牧的草原8．53亿公顷，居世界首位。只有少数从事放牧的当地人，也不过是“逐水草而居”，有效利用率还不如种植业，几乎全部处于放荒状态。现代畜牧业时代在非洲还没有到来。

3．非洲具有丰富的水力资源和渔业资源

非洲有大量的江河湖泊，尼罗河、尼日尔河、塞内加尔河、刚果河、赞比西河等，都是世界上著名的河流，从北到南依次分布。尼罗河为世界上最长的河流；刚果河流域面积仅次于南美的亚马孙河。维多利亚湖、坦噶尼喀湖、马拉维湖、乍得湖等都是跨国界的大湖，其中维多利亚湖为世界第二大湖，湖区包括5个国家。可惜的是这些水利资源几乎都还在休眠状态，没有得到有效的开发利用。非洲本身就是一个大岛，东西南北四面环海，海岸线长达30500公里，有十分丰富的渔业资源，盛产金枪鱼、沙丁鱼、鲸鱼等。
