廖楚晖，1972年生，湖南衡山县人。经济学博士、中国社科院博士后（2006年出站），现任中国农业财经学会理事、中国财政学会理事、中国保险学会理事、西南交通大学教授、博士生导师。著有《教育财政学》（中国财经出版社）等专著3部，主编《中国教育财政评论》（有关各辑），在《中国社会科学》、《光明日报》（理论版）、《经济研究》、《管理世界》、《数量经济与技术经济研究》、《财贸经济》、《财政研究》、《税务研究》等国内外重要报刊发表专业论文60余篇，承接省部级课题7项，主要从事财税理论与实践、教育财政与社会保障领域的研究。

一、生活中的经济学与问题提出
（一）生活申的经济学
在我们的工作和生活中，经济学的“身影”无处不在。虽然不是每个人都能对经济学或经济现象有比较成熟的见解，但他至少可以从三个渠道感受到与经济相关的各种信息：
第一个渠道来自日常生活中的体会。如一个家庭在日常生活中离不开柴米油盐、衣食肉禽等，这类生活用品大多需要购买获得，通常其价格并不是固定不变的，价格波动可能会对家庭的生活成本和质量造成影响；个人怎样使得劳动成果获得更高的回报，获得的工资、奖金通常需要缴纳个人所得税；孩子的义务教育不需要家庭直接支付学费，但是否意味着家庭没有为此付出教育成本等等。
第二渠道来自媒体或宣传。新闻媒体经常向人们传递一些经济信息，如利率和汇率的调整情况、GDP的增长情况、政府的财政预算收支计划、对农业和企业等的补贴政策、政府和企业面对全球性金融危机应对措施等等，这些信息为我们展现出宏观经济的发展状况以及政府在宏观经济运行中发挥的巨大功能和作用。
第三个渠道来源于对经济状况的经常性判断。这些例子不少，如欧美、日本与中国的生活成本比较如何；中国北京、上海、广州等一线城市的房价与二线、三线城市（如武汉、兰州、贵阳等城市）的比较是什么状况；政府的养老和医疗政策改革对自己未来的生活预期有什么样的影响等等。
上述经济现象、信息和知识与我们的日常生活息息相关、密不可分。但曾几何时，我们对身边的经济现象可能认真观察过，但不一定能理解；虽能够理解，也未见得有深刻的认识，甚至可能已经有了深刻的认识，却没有好的方法对问题加以解决。这就涉及经济学知识，也涉及如何运用已有的经济学知识去应用的问题。
（二）经济学的目的和研究对象
现代经济学是围绕稀缺性问题而形成的一门学科体系，因此，这一学科体系建立和发展的目的始终是解决稀缺性问题，其基本途径有二：一是经济主体如何生产出或者获得更多的资源；二是在现有的资源条件下，如何使资源形成一种最优配置。
而经济理论认为，资源配置的方式可分为市场配置和政府配置两种主要方式。自20世纪30年代宏观经济学诞生以来，政府资源配置机制在理论和应用上得到了强化，而在此之前，市场自由配置的理论和实践在经济学中一直占据着主导地位。
一般而言，经济学在其发展的各个时期所面临的主要问题及其对象并不是一成不变的，其原因是：第一，经济学研究的背景和环境的改变在不断变化，资源的供给和需求关系的有所改善。如农业科技以及基因科学的发展，使农产品产量大幅提升，这在一定程度上解决了人类食品资源的稀缺问题，能在总量上满足全世界人口膨胀对于粮食需求的问题等，经济学研究对象也会随着改变。第二，从长期来看，资源的稀缺性始终是摆在人类面前的首要问题，有限的资源如何被公平、合理、有效地配置，而人是这一配置过程中的主要利益分配主体，这使经济学不得不对人的行为加以关注，因为经济学对人的行为进行研究能影响到决策，同时经济学方法也能适用于解释全部人类行为（贝克尔，G.Becker，1930-2014；1995）。第三，当市场配置机制和政府配置机制都不能达到最优资源配置效果时，其他社会科学领域的人们便将经济学资源配置的问题转向更为广泛的哲学、伦理以及其他社会科学问题，或将经济学纳入跨学科的研究，从而拓展了经济学研究对象和范畴。

廖楚晖教授所著的《经济学方法论：公共经济学的应用》（下文简称“《方法论》”），从生活中的经济学现象入手，提出理论和实践领域需要厘清的经济问题，并进行经济方法论的系统研究。所谓系统研究，是指对经济学研究方法的历史沿革和变迁的全面审视，是对方法论隐含的世界观的深入分析，是对方法论运用领域及其效应的科学评介。这实际上是从方法论视角的经济学说史，立意新颖，对于深入理解经济学研究方法很有裨益。
全书共分为五个部分：第1部分包括绪论、研究目的、意义、对象、方法及主要创新点的介绍和说明；绪论部分，提出问题，主要介绍了经济学研究的三个层面的理论和实践意义，对经济学研究方法领域的相关范畴进行界定；阐述了研究意义和研究方法的创新。第二部分为经济学思想和方法，为本书的核心部分，主要对经济学思想与经济学的发展历程进行归纳；就经济学研究的分析工具、方法和范式问题进行述评。第三部分为数理经济方法分析。这部分界定了数量经济分析的几个专业概念，并介绍其发展历程、初始经济理论的数理表。同时引入主要的公共政策变量，对静态分析方法、动态分析方法、优化方法及应用进行述评。第四部分为统计和计量经济方法，介绍了统计学和计量经济学的区别、联系、发展历程和应用。第五部分为行为感知和实验经济学方法，分别介绍了行为感知和实验经济学方法的应用特点、优势及其在应用中需要注意的问题。上述内容均围绕经济学为政策服务，同时结合国内外公共经济学案例，对经济学研究方法进行解析。
