《海西求是文库：流域区际生态利益网络型协调机制》从流域生态系统的自然和经济属性出发，揭示了流域生态系统蕴含的复杂利益关系，分析了流域区际生态利益结构及其多元主体的行为特征，比较了科层机制、市场机制、自主治理机制和网络治理机制等流域治理制度的内容、技术条件及运行绩效，比较了美国、法国、澳大利亚等国流域区际生态利益机制的具体实践，并以闽江流域的治理为例，探索了我国构建流域区际生态利益网络型协调机制的基本框架和政策思路，为深化我国流域管理体制改革提供了有参考价值的分析思路。
Author Description

胡熠，1974年11月生，福建省福州市人，现为福建省委党校、福建行政学院公共管理教研部副主任、副教授，主要从事地方政府与区域公共管理研究。2006年毕业于中山大学行政管理专业，获得管理学博士学位；2010年8月至2011年2月在美国北卡罗莱纳大学公共与国际事务系从事访问学者研究。
从2004年开始从事流域公共治理问题的跟踪研究，10年来共主持国家社科基金青年项目（2008）、中共中央党校科研部项目（2008）、福建省社科规划项目（2006）、福建省科技厅软科学项目（2010）等有关流域公共治理的各类项目8项，发表相关系列论文20余篇。

Book Abstract

1.主体公平性指标
我国环境法规明确规定了政府、企业和公众的环境权益，各个行为主体既是流域水资源的使用者和流域水环境的享受者，同时也是流域水环境的保护者。政府作为流域生态资源的所有者，其公共决策行为的合法性在于维护公共利益；企业在利用水资源进行生产经营获取利润时，也必须承担环境保护的责任；公众也是流域区际生态利益网络型协调机制的重要主体。因此，政府、企业和公众都应当在环境法规的框架下享有公平的环境权益和义务。任何违反环境法规的行为，都将会产生环境侵权行为，违反主体公平性原则，因此，从法学角度看，主体公平性指标可以用行为主体环境权益受到保护的程度来衡量，如企业偷排污水现象越严重，社会和公众的环境权益受到的侵害越严重，社会和公众环境权益保障的公平性就越差；从经济学角度看，主体公平性指标可以用外部成本内在化和外部效应内在化的程度来衡量，如果企业排放污水不达标，造成水质污染，影响了居民生活，应当进行赔偿，赔偿金额越接近水污染造成的损失，就越公平，反之，则越不公平。
2.地区公平指标
在流域区际生态利益协调实践中，实现流域行政区际的公平性最复杂，主要包括行政区际初始产权（取水权和排污权）分配的公平性和行政区际生态受益补偿、水污染受害赔偿的公平性等内容。
（1）行政区际初始取水权分配的公平性指标。主要包括两大类：一是单一指标，分别按照各行政区的人口、区域面积和产值进行分配。按照人口进行平均分配是立足于人的平等性，但它忽视了不同地区、行业的从业人员对水资源需求的差异。按照流域区内各行政区面积进行分配，类似于国外的河岸权，即居住在河岸边的居民，天然地拥有享用河流水资源的自然权益，但它没有考虑各行政区生产要素空间的分布。按照流域区各行政区的产值分配水资源，其实质是以经济发展水平为依据进行分配，显然是注重效率、忽视公平的做法。因此，运用单一指标难以反映由水资源的多功能性所带来的区际公平问题。二是复合性指标。按照各行政区的人口、区域面积和产值等指标，确定一定比例的权重进行分配，或者遵循地区公平原则、现状原则、效率原则、可持续发展原则、流域总量控制原则和政府宏观调控原则等，设置相应的指标和权重。
