Author Description

郭濂，国家开发银行股份有限公司金融研究发展中心主任、研究院常务副院长、国际战略研究部主任。高级经济师，金融学博士，获得国务院特殊津贴，首届沪上十大金融家之一。兼任北京大学中国金融研究中心理事、副主任，厦门大学两岸金融研究中心秘书长兼学术委员会副主任，华中科技大学兼职教授，中南财经大学兼职教授，中国对外投资论坛金融委员会主任，中国领导科学研究会理事，中国社会科学院陆家嘴研究基地理事会理事等职。曾在国家计划委员会、国家信息中心、国家交通投资公司工作。主要研究宏观经济金融、信息化等领域。主编或著作有《中国国际开拓的理论与实务》、《中国与拉丁美洲经贸合作战略研究》、《非洲矿业产业研究》、《中国经济面临的矿产资源能源约束及对策》、《中国新型城镇化的路径选择与金融支持》、《低碳经济与环境金融：理论与实践》、《生态文明建设与深化绿色金融实践》等。

Introduction

今年4月，国家开发银行改革方案获得国务院通过，开发性金融机构的定位得以进一步明确，国开行发展迎来了新的发展篇章。
早在1998年，自陈元董事长执掌国家开发银行以来，就把中国的国情和国际金融理论相结合，使国开行实行了从传统政策性的银行向国际一流的开发银行的蜕变，走出一条中国特色的开发性金融的发展之路。现任董事长胡怀邦坚持开发性金融以市场化方式服务于国家战略，他指出，开行既要服务国家战略，又要实现自身的可持续发展和防范金融风险。新时期，国开行在国民经济社会发展中的作用将更加突出。作为实施国家中长期发展战略的投融资主力，着力发挥稳增长和逆周期调节作用，国开行始终是实现中国梦的金融先锋。国开行的作用和它的智库功能密不可分。这一切都需要智库强大的创新力作为支撑。如何进一步加强建设具有中国特色的国开行智库呢？我认为以下几条可供参考：
第一，要加强提升国开行研究工作的地位和作用，其目标是把它建成国家新型一流智库。
第二，国开行智库要为国家深化经济金融改革进行创新性的战略研究，要为国家战略的决策和执行服务。根据开发金融的特征，要深入研究如何做好为基础建设服务，为“一带一路”建设服务。
第三，智库要研究国开行在业务发展中，如何充分体现开发性金融原则。既要充分体现原则的精神和政策，又要充分体现措施的系统性、整体性与协同性，既要考虑局部利益和整体利益，又要考虑短期的利益和长期利益之间的关系。
第四，要把国开行开发性金融的理论做进一步的深化系统研究，与政府合作是开发性金融的核心特征，在全面深化改革的背景下，国开行与政府的合作也面临深刻转型，不仅要处理好政府与市场的关系，还要考虑到产业的升级、结构的调整，特别是二元结构，城乡二元结构的调整。至今“三农”中的很多问题还没有解决。国开行开展的棚户区改造，正在为推动城镇化，为“民生基建”的发展做出努力。
第五，智库要研究产融结合问题，特别是新型城镇化领域、战略性新兴产业和高端制造业领域的产融结合。研究与探索如何推动混合所有制发展。。
第六，努力办好“国开智库丛书”。不断提升丛书品牌的知名度，使丛书为国开行和我国的金融领域搭建一个理论和实践，探索与交流的智库思想平台，通过这个平台，为提升国开行开发性金融为实体经济服务，为金融发展服务、为金融转型与创新服务做出研究和贡献。它可以汇集广大国开行全体员工的智慧，而且这里面可以碰撞出火花。当然也要很好地吸收行外的研究力量和成果。
郭濂同志担任国开行研究院常务副院长多年，近年来，研究院的工作取得了比较突出的成绩。他的新书，突出显现了研究院在全面深化改革中，对金融深化改革的探索。书中涉及“全球治理与对外开放”、“产业发展与绿色金融”、“稳增长与调结构”以及“深化改革与机构转型”等方面的内容和对策思考，其中对当前新常态时期经济金融的特点、热点、难点问题，尤其是开发性金融的责任、运行和发展的论述，有许多独到的见解，展现了研究院宽广的研究视野，理论紧密联系实践的学术风格。在此，我祝贺该书的出版，也祝愿国开行智库在新时期能实现更大的发展。祝愿在胡怀邦董事长兼研究院院长的带领下，研究院不断取得新的进步和成绩。
