Author Description

欧阳欢，男，1971年8月生，汉族，毕业于华南热带作物学院农业经济管理专业，经济学学士，研究员，硕士生导师，现任中国热带农业科学院人事处副处长，主要从事农业经济管理、农业科技管理和人力资源管理研究工作。先后主持或参与农业部公益性行业科技专项、海南省自然科学基金、海南星火产业带项目、中央级科研单位基础科研业务费专项等23项课题研究，获得海南省科技进步奖一等奖2项、海南省科技成果转化一等奖1项，中华农业科技奖三等奖1项，海南省社会科学优秀成果三等奖1项；发表学术论文120多篇，主编出版专著2部，副主编出版专（编）著4部。同时，为海南省第七届青年科技奖获得者。

低碳农业旅游示范园的建设成败与否，关键取决于园区科技水平的高低。科技创新机制是指使园区已形成的系统机制不断适应其自身的发展变化的需要，永葆园区发展的生机与活力的机制。
一是发挥政府在投人中的引导作用，通过财政直接投入、税收优惠等多种财政投入方式，增强政府投入，调动全社会科技资源配置的能力，加强园区科技基础条件平台建设；优先支持园区参与国内外高新农业技术的引进、消化、吸收和创新，在平等竞争、条件相同的前提下，可优先承担国家与地方重大科技发展计划项目；加大知识产权保护力度，依法严厉打击侵犯知识产权的各种行为，在专利申请、标准制定、国际贸易和合作等方面予以支持。
二是建设以企业为主体、产学研结合的技术创新体系。坚持技术创新的市场导向，重点面向市场开展应用研究和试验开发等创新活动，有效整合产学研的力量和配置科技资源，激发科研机构的创新活力，切实增强园区竞争力。农业技术引进计划要将园区的技术需求与引进作为重要内容之一。
三是建立稳定支持创新活动的科技投入机制。设立专项资金，支持引进技术的消化、吸收和再创新，支持技术装备研制和产业关键共性技术的研究开发；对从事技术研究的人员和项目给予相对稳定的支持，提高内部创新活动的协调集成能力；建立有利于原始创新的运行机制，加强对科研机构开展自主选题研究的支持。
四是建立园区开放合作的有效机制。主动与农业科研院所和高等院校建立长期合作、互惠互利、稳固可靠的关系，促进知识流动、人才培养和科技资源共享；建立多种形式的国际和地区科技合作与交流，扩大园区知名度；利用各种国际合作机会吸引国外建设资金，引进先进、适用的农业科研和生产设施、农业高新技术成果、经营管理方法和经验。
五是构建人才辈出、人尽其才的工作机制。实行固定人员与流动人员相结合的用人制度，全面实行聘用制、岗位管理和绩效考评，面向全社会公开招聘科研和管理人才；通过建立科技人才兼职制度，吸引鼓励国内外农业科研、教学与推广单位的优秀人才，投身于园区建设；探索建立知识、技术、管理等要素参与分配的具体办法，使大批优秀拔尖人才得以脱颖而出；构建有利于人才成长的文化环境，加强智力和信息交流，提高园区的整体科技水平；加强科研职业道德建设，激发创新思维，活跃学术气氛，努力形成宽松和谐、健康向上的创新文化氛围。
