1984年6月24日，《人民日报》刊发了《穷山村希望——实行特殊政策治穷致富》的来信，反映福鼎赤溪畲族村下山溪自然村的贫困状况，并配发题为《关怀贫困地区》的评论员文章。9月29日，中央颁发《关于帮助贫困地区尽快改变面貌的通知》，全国性的扶贫攻坚工作由此拉开序幕。赤溪村也因此被国务院扶贫开发领导小组命名为“中国扶贫一村”。30多年里，从就地扶贫，到“造福工程”搬迁扶贫，到整村推进扶贫开发，赤溪村循序渐进改天换地，实现了从穷山村到小康村的华丽转身，成为福鼎乃至闽东艰苦奋斗、摆脱贫困、建设全面小康的生动缩影，从中折射出的“滴水穿石”的闽东精神、“弱鸟先飞”的进取意识更发人深思、催人奋进。

2016年2月19日，习总书记在人民网与赤溪村的村民代表以及本书作者王绍据视频连线，对王绍据提出了：

本书出版价值：

1.扶贫经验的总结和推广。通过对“中国扶贫**村”——宁德市福鼎市磻溪镇赤溪村30多年减贫经历的总结，形成一定的经验，对“十三五”规划制定的“现有标准下7000多万贫困人口全部脱贫”的目标有指导作用。2015年初，习总书记对福鼎赤溪的脱贫消息作重要批示，对赤溪村脱贫工作给予肯定，并要求总结经验。

4.本书是学习贯彻习总书记系列重要讲话精神的读本。2015年初，习总书记在国家民委《民族工作简报》第六期上对福鼎赤溪畲族村的消息作重要批示：“30年来，在党的扶贫政策支持下，宁德赤溪畲族村干部群众艰苦奋斗、顽强拼搏、滴水穿石、久久为功，把一个远近闻名的贫困村建成了小康村。全面实现小康，少数民族一个都不能少，一个都不能掉队。要以‘时不我待’的担当精神，创新工作思路，加大扶持力度，因地制宜、精准发力，确保如期啃下少数民族脱贫这块硬骨头，确保各族群众如期实现全面小康。”

2015年10月16日，习总书记在2015年减贫与发展高层论坛上发表题为《携手消除贫困促进共同发展》的主旨演讲。他说：“25年前，我在福建宁德地区工作，我记住了中国古人的一句话：‘善为国者，遇民如父母之爱子，兄之爱弟，闻其饥寒为之哀，见其劳苦为之悲。’至今，这句话依然在我心中。”“全面小康是全体中国人民的小康，不能出现有人掉队。未来5年，我们将使中国现有标准下7000多万贫困人口全部脱贫。”“实施精准扶贫方略，找到‘贫根’，对症下药，靶向治疗。” “扶贫必扶智，让贫困地区的孩子们接受良好教育，是扶贫开发的重要任务，也是阻断贫困代际传递的重要途径。”这些可以看做是赤溪村减贫经验的生动概括。

前言

宁德，是习近平同志曾经工作过的地方，是他第一部个人专著《摆脱贫困》的诞生地。他倡导“滴水穿石”的闽东精神、“弱鸟先飞”的进取意识、“四下基层”的工作作风，形成了一系列推进脱贫致富的实践探索和理论创新。

宁德，是习近平总书记新时期扶贫开发战略思想形成的重要“策源地”和“试验田”。

党的十八届五中全会召开之后的第一场政治局会议，于2015年11月23日举行，审议通过了《关于打赢脱贫攻坚战的决定》。紧接着在当月27日至28日，中央扶贫开发工作会议召开，习近平总书记在会上强调：我们要立下愚公移山志，咬定目标、苦干实干，坚决打赢脱贫攻坚战，确保到2020年所有贫困地区和贫困人口一道迈入全面小康社会。这次会议堪称中国减贫史上“会议规格高”“责任要求高”“攻坚谋略高”的“三高”会议。时隔月余，习近平总书记发表2016年新年贺辞。在通篇不到1300字的讲话中，他又明确强调了“为全面建成小康社会决胜阶段开好局、起好步”，“让几千万农村贫困人口生活好起来，是我心中的牵挂”。“我们吹响了打赢扶贫攻坚战的号角，全党全国要勠力同心，着力补齐这块短板，确保农村所有贫困人口如期摆脱贫困。”

如此高频率的强调，充分说明党中央铁下心来把“摆脱贫困，全面建成小康”列为我们党实现“两个一百年”奋斗目标和中华民族伟大复兴中国梦的关键一步。

2015年1月29日，习近平总书记在国家民族事务委员会《民族工作简报》第六期上，对福建省福鼎市磻溪镇赤溪村的消息作了一段很长的批语。他赞扬“宁德赤溪畲族村干部群众艰苦奋斗、顽强拼搏、滴水穿石、久久为功”的精神；他强调“全面实现小康，少数民族一个都不能少，一个都不能掉队”；他号召“要以时不我待的担当精神，创新工作思路，加大扶持力度，因地制宜、精准发力，确保如期啃下少数民族脱贫这块硬骨头，确保各族群众如期实现全面小康”。

绩的基础上，自强不息，继续努力”。

木有本，水有源。作为党的总书记、作为国家主席，日理万机，繁忙可想而知，为何连续两年对一个小小的赤溪村如此关注，既作亲笔批示，又有视频对话呢？

“小康不小康，关键看老乡。”老乡在哪里？老乡在村里。

村庄是农村社会的细胞。没有村庄的小康，就没有乡镇的小康；没有乡镇的小康，就没有县、市的小康……简而言之：全面建成小康社会，就是有赖于各县市、各乡镇、各村庄，“一个都不能少，一个都不能掉队”！

赤溪畲族村，既有汉族群众，又有畲族群众；既有昔日远近闻名的贫穷状况，又有今天摆脱贫困华丽转身的富裕现实。“麻雀虽小，五脏俱全。”正如习近平总书记在视频中所揭示的：“它的历程是我们全国扶贫的一个历程。”
