Author Description

罗伯特·吉尔平，当代西方著名的国际政治经济学权威。1930年出生于美国佛蒙特州伯灵顿。1952年毕业于佛蒙特大学。1954年在康乃尔大学获硕士学位。1960年在加利福尼亚州立大学伯克利分校获博士学位。1960—1961年在哈佛大学从事博士后研究。1961年起在普林斯顿大学任国际关系学教授。1967—1968年和1976—1977年任洛克菲勒基金会研究员。1975—1976年任美国总统技术和经济顾问团成员。撰写过《美国科学家和核武器政策》、《科学家和国家政策的制定》、《科学立国时代的法律》、《美国的实力和跨国公司》、《世界政治中的战争与变革》、《贸易、投资和技术政策》、《全球资本主义的挑战：21世纪的世界经济》等大量著作。其中《国际关系政治经济学》（1987年）和《全球政治经济学：解读国际经济秩序》（2001年）是他研究国际政治经济学的代表作。

《国际关系政治经济学》：

总之，虽然市场交换体系与资本主义生产模式的联系是密切的，但这两个概念不一样——尽管有时本书对它们的用法是可互换的。资本主义作为一个分析范畴实在是太模糊了，因为实际上存在着许多种以不同方式运行的资本主义。法国是真正的资本主义吗？它的金融部门的90％和很大部分的重工业实行了国有化，并掌握在国家手中。怎样看待日本的资本主义呢？其国家的中心作用是指导经济。当代世界主要是由混和经济所组成的，这些混合经济在国际上又被迫进行着相互竞争。
也有一些学者把工业主义、工业社会和（或）科技发展作为现代经济生活的根本特征。很明显，工业技术和现代科学的发展对现代世界的繁荣昌盛和特征的形成具有重要意义。人们无法将工业革命和现代科学的出现简单解释为对市场力量的响应；没有科学技术，现代市场经济也不可能发展得这么快。
17、18世纪的科学突破为现代工业和技术奠定了基础，对于经济动机的外在表现是不可缺少的。科学是人类好奇心和寻求对宇宙的认识而导致的一种知识产物。然而，没有市场对提高效率与新产品的需要，人们对科学探索与技术革新的积极性就会极大地降低。尽管科学的进步增加了对新工业、新技术的供应，但是，还是市场产生了对技术需求的必然性。因此，是市场在促进与组织经济生活中的决定性作用，使我们把研究重点放在了市场以及经济相互依存对国际关系的潜在意义上。
