第一、则官吏之职分田。考武德七年定制：『一品有职分田十二顷，……』随职分而隆杀，其数固不得谓多。但同时定亲王以下，得有『永业田百顷，职事官一品六十顷，……』其数较诸晋制，犹嫌其巨。且当时授受制行，人各有田，亲贵等所占之田，其自耕之耶？抑命人佃耕之耶？

案新唐书食货志；『武德元年，文武官给禄，颇减隋制。……一品有职分田十二顷，二品十顷，三品九顷，四品七顷，五品六顷，六品四顷，七品三顷五十亩，八品二顷五十亩，九品二顷。……亲王已下，又有永业田百顷职事官，一品六十顷；郡王职事官，从一品，五十顷国公职事官从二品，三十五顷；县公职事官，三品二十五顷；职事官从三品；二十顷侯职事官，四品十二顷；子职事官，五品八顷，男职事官，从五品五顷，六品，七品，二顷五十亩。八品九品，二顷。』吾人仅问此等职分田，与永业田，何人为之耕种？将系佃之于民耶，如系佃之于民，则在（有田卽有租，有户印有调，有丁郎有庸）之制度下，人各有田，谁能舍已之田，而耘人之田耶？然则武德时所颁之令，仅为制度，非事实所必有也。
