《广东省高新区发展创新型经济研究》以高新区创新型经济建设的理论方法和实践举措为研究重点，主要内容包括：
一是对创新型经济的理论性框架内容进行溯源式研究。通过对国内外发达地区创新型经济的发展过程、演化阶段、特征分类等内容进行分析，归纳得到不同地区创新型经济的演化规律和动力机制，从而形成创新型经济的理论框架和范式概貌。
二是对高科技园区与创新型经济的关联机理进行研究。通过对全球多个高科技园区的创新型经济进行综合分析，创新性地从“映射关系、协同关系、趋同关系”三个角度，得到两者在理论层面的关联机理；同时以地方发展创新型经济的目标理念为对标，从“动力机制、保障机制、扩散机制”三个方面研究园区发展创新型经济的意义；再以我国若干地区创建国家自主创新示范区为实证研究，更加具体地描绘出各地以高新区为出发点发展创新型经济的典型路径。上述研究均基于各园区的实际发展历程，具有丰富的实践支撑。
三是对广东省高新区发展创新型经济的现状进行定量分析。对广东现有高新区发展创新型经济的可行性、必要性、重要性进行分析，着重从摸清基础条件、剖析问题原因、了解现实挑战等角度展开研究；并重点对广东高新区发展创新型经济的影响因素进行较为详细的分析，构建影响因素模型，制定适于丈量广东省高新区创新发展的指标体系，得到量化评价结果，对省级以上高新区发展的创新型经济成效进行综合评价。

《广东省高新区发展创新型经济研究》：
（一）映射关系：高科技园区是创新型经济发展的空间载体
近代科技发展史表明，经济向知识密集型和增长内生型过渡期间，往往会出现一些高科技园区或高科技产业集群，这种客观现象不是单纯的机缘巧合，也就是说，高科技园区与创新型经济两者之间存在着某种必然且客观的联系。
可以先从两者的内涵和特征来洞察它们之间的联系。
发展创新型经济至少需要三个方面的条件：首先，要有较高的科技创新能力，这些能力来自创新人才、基础设施和资金投入等要素的支撑，也就是说，创新型经济离不开创新资源的富集；其次，要有好的规范和体制作为保障，来激励创新主体的活力和维护创新主体的利益，也就是说，创新型经济离不开政策法规的支撑；再次，创新型经济需要有一个良好的创新环境，能否营造起一个良好的创新创业环境直接决定了某个地区创新型经济的可持续发展程度。高科技园区是创新型企业和产业的集中地，可以根据地方发展需求依法制定优惠的发展政策，也能够营造起更加完善的法治环境和文化氛围。因此，从高科技园区所具备的禀赋特质看，它应该是发展创新型经济的主要空间载体，也就是说，建设高科技园区本身就是在发展创新型经济。
1.高科技园区的创新要素代表了创新型经济的优势基础资源
根据熊彼特的创新理论，所谓创新就是要“建立一种新的生产函数”，就是要把一种从来没有的关于生产要素和生产条件的“新组合”引进到新的生产体系中去，以实现生产要素或生产条件的“新组合”。传统经济学认为生产要素包括劳动力、土地、资本、企业家等，即一般意义上的“人、财、物”。而随着科技的发展和知识产权制度的建立，技术、信息等要素也逐渐被认可为存在于日常生产活动中的生产要素。生产要素的重组过程中，一些生产要素会升级为创新要素，它们对经济活动中的技术创新的贡献度要高于其他要素，例如高层次的创新创业人才、灵活的创新资本投入、高效率的创新平台和创业孵化器等。
根据“增长极”理论，高科技园区可以看成一种新经济的增长中心，它会导致高科技产业的集聚发展，而高科技产业聚集的背后则是研究开发活动的集中、高科技人才的集中和高水平待遇的集中。与其他制造业园区不同，高科技园区这一“增长极”的基础不是普通的加工原料和制造工人，而是运行在创新知识、创新信息和创新模式基础上的一系列创新要素。高科技园区的首要特征是其经济发展主要依靠创新驱动。从这一层面上看，要实现以创新为主要驱动模式的经济，首先必须要有创新要素的富集，再通过市场或政府的手段对这些创新资源进行配置，形成一个能够高效收获创新价值的空间载体。在这方面，我国著名经济学家、南京大学原党委书记、博士生导师洪银兴教授在熊彼特创新理论基础上提出了自己的观点，他认为创新型经济体现资源节约和环境友好的要求，是以知识和人才为依托，以创新为主要驱动力，以发展拥有自主知识产权的新技术和新产品为着力点，以创新产业为标志的经济①。他还指出，发展创新型经济需要创新要素的支持，可见的创新资源包括提供教学资源的大学、创新创业的人才、创新的空间和平台、创新的制度等。
以硅谷为例，硅谷之所以被众多学者反复研究和举证，很大程度上与其对创新资源的集聚能力有关，许多学者研究的目的也正是为了找到一条类似的集聚创新资源的途径。硅谷的创新资源主要有创新型人才、高校的源头技术创新、高科技企业和风险投资等。硅谷以占全美1%的人口，创造了全美13010的专利，拥有超过50名诺贝尔奖获得者。统计数据还显示，世界上最大的100家高科技公司中，约有1/5的公司将总部设在硅谷，如惠普、思科、英特尔、苹果、甲骨文、谷歌、eBay、应用材料、雅虎、基因泰克、VISA、Adobe、Facebook、Twiter，等等。可见，一个个犹如璀璨明星的科学家、企业家、跨国公司巨头都是落户硅谷的原住民。
