皮埃尔·雅克，全球发展网络（GDN）第四任主席，曾任法国发展署战略总监兼首席经济学家以及法国国际关系研究所副所长。

《经济政策：理论与实践/经济科学译丛·“十一五”国家重点图书出版规划项目》：
独立机构代表议会或政府自由决策的方式由来已久。1694年，英格兰银行创立（尽管三个世纪后它才成为独立央行），1887年，美国政府州际商务委员会诞生，1934年，罗斯福（Roosevelt）创建证券交易委员会（SEC），1947年，德国联邦银行创立，1958年，联邦反托拉斯局（Bundeskartellamt）创立。然而，授予独立机构以政策权力却到20世纪最后25年才明显加快，特别是在欧洲，新兴国家则更晚一些。委托独立机构已成为中央银行、竞争和行业监管的主导模式。根据吉拉迪的研究（Gilardi，2005），欧洲范围内，在竞争、金融监管和电信监管方面设立独立机构的国家比例在1960年不足10%，1980年低于20%，而2000年则达到了90%。
