是在国务院艾滋病工作委员会办公室、中英策略支持项目的支持下，由四川大学华西公共卫生学院张建新教授负责组织长期从事公共卫生、疾病控制，尤其是艾滋病防治工作且经验丰富的专家共同撰写的。参加编写本手册的人员有在大学从事公共卫生教育与研究三十多年的学者，有在疾病控制机构长期从事公共卫生现场实际管理和业务工作的专业人员。他们在实践中积累了丰富的艾滋病防治经验，包括在社区人群中开展同伴教育者培训和同伴教育活动的经验。
广义的娱乐场所是指娱怀取乐的公共场所，本手册所指的娱乐场所是具有特定意义、狭义的场所，即指那些实际上与性交易有关的场所。
娱乐场所的女性性服务者的生活方式，决定了她们面临感染艾滋病的高风险。为了遏止艾滋病的传播与流行，需要通过艾滋病防治的干预工作来阻断艾滋病病毒的传播与流行，包括经性途径的传播与流行，这就不可避免地需要针对娱乐场所的女性性服务者开展艾滋病防治的工作。
