Content Description

麻醉药品和精神药品是疼痛治疗及精神病症治疗必不可少的基本药品。然而，由于麻醉药品和精神药品都是具有潜在依赖性的药品，滥用或不合理使用易产生成瘾性和精神依赖性。麻醉药品和精神药品若流人非法渠道则成为毒品，将对公共卫生、社会经济、治安秩序等造成严重危害。因此，为保证患者正常医疗需求，一方面需要保障麻醉药品和精神药品的供给及处方，另一方面还要加强医疗机构对麻醉药品和精神药品的处方管理。
麻醉药品管理的宗旨是保障合法医疗需求，防止流入非法渠道。国际上对麻醉品进行管制已有80多年的历史。新中国成立以后，1950年11月，中央人民政府卫生部就发布了“麻醉药品管理暂行条例”，之后又经过多次修订。1985年，中国加入联合国麻醉品管制公约，参照公约的有关规定，1987年国务院颁布了《麻醉药品管理办法》，2005年颁布了《麻醉药品和精神药品管理条例》。另外卫生部先后颁布了《处方管理办法》、《医疗机构药事管理暂行规定》、《麻醉药品临床应用指导原则》、《精神药品临床应用指导原则》等，这是中国当前麻醉药品管理的法规性文件。
《麻醉药品和精神药品的管理与临床应用》可用于医务管理工作者、临床医生、药师和护理人员在管理和使用麻醉和精神药品过程中查阅，将进一步提高对医疗机构麻醉药品和精神药品管理特殊性和重要性的认识，促进麻醉药品和精神药品的合理应用与规范化管理。

Author Description

阚全程，教授，博士生导师。享受国务院颁发的政府特殊津贴。现任郑州大学副校长、郑州大学第一附属医院院长、郑州大学第一临床学院院长、中华医学会临床药学分会主任委员、中国执业药师协会副会长、中国抗癌协会副理事长、河南省医学会副会长、河南省医学会临床药学分会主任委员。
研究领域：一直从事临床药学的相关研究。在艾滋病的防治，干细胞基础与临床研究，抗菌药物、抗病毒药物的药动学和药效学方面成效卓著。近年来，先后承担国家863科技攻关项目1项、国家自然科学基金2项、省级科研项目7项。先后获中华医学科技奖一等奖1项，河南省科技进步一等奖1项、二等奖3项、三等奖3项，获得国家专利3项。被评为全国优秀医院院长、河南省优秀专家、河南省跨世纪学术和科技带头人。发表SCI文章20余篇，出版专著5本。
