1）总体目标
（1）打牢发展基础。立足营房保障手段信息化，大力加强信息建设理论、法规制度、机构力量等支撑环境建设，配套完善智能装置、工控网络、数据中心等信息化设施设备，夯实营房信息化建设发展基础。
（2）构建完备体系。着眼营房信息化能力需求，融合集成保障要素、保障单元、保障力量和保障资源，建立营房信息系统体系、信息资源体系、信息化装备体系和信息化标准体系，加快转变营房保障力生成模式。
（3）支撑现代营房。围绕基地化、数字化现代营房建设目标任务，综合应用自动控制、智能识别和物联网技术，稳步开展数字营区建设，对营区实施数字化管理监控，切实增强承载信息化部队的能力。
（4）提升保障效能。按照营房一体化保障需求，抓好指挥信息系统升级改造，推进数据中心、综合集成和装备设施信息化建设，实现保障需求实时可知、保障资源实时可视、保障过程实时可控，不断提高营房指挥决策和建设管理效能。
2）能力需求
（1）战时保障指挥控制能力。及时获取保障态势，有效缩短保障需求预计、物资筹措、力量筹划、方案制定和应急反应时间，提供快速有效决策支持，提高战时保障可知可控能力。
（2）现代营房信息智能能力。紧贴现代营房信息智能目标任务，大力推进数字营区建设，努力实现营区管理要素数字化、设施设备智能化、信息资源网络化和日常管理可视化。稳步推进数字营区建设，实现水电气热保障需求实时可知、运行过程实时可视、供应消耗实时可控，提高营区信息化程度，实现信息智能。
（3）信息资源开发利用能力。健全营房数据服务体系，建立完善数据中心，提高信息资源完备度，缩减数据采集和更新周期，确保各级各部门数据共享。
（4）业务系统综合集成能力。构建营房软件体系，增强信息系统兼容性、交互性和可移植性，加大集成力度，降低数据冗余，提高系统应用率、决策支持率和服务满足度。
（5）装备设施信息支撑能力。研制完善新一代信息化工程抢修抢建和野营保障装备，提升国防工程信息化水平，增强保障装备、保障设施野战入网和信息融合能力，确保与后勤保障和作战指挥控制系统互联互通，提升装备设施保障效能。
3.重点推进1）数字营区建设（l）健全标准体系。2011年，制定下发了多个文件，建立军队数字营区建设的总体目标和评价指标体系。2012年，从多方面研究营区建设规范，奠定了提升营区承载信息化部队能力和实现可视化管理的基础。

物联网的出现，突破了计算机网络原有的模型，为计算机技术和通信技术的发展指引了未来，是继计算机、互联网、移动通信网之后信息产业的又一重大里程碑。随着物联网技术的迅猛发展，我军对新一代营房的现代化、信息化建设也提出了更高要求。为进一步推动部队建设由机械化向现代化、信息化的转变，提高部队的正规化管理水平、保障部队营院及各类基础设施的安全，营区数字化建设的紧迫性显得尤为突出。我军数字营区建设刚起步，为避免基层部队在营区数字化建设中缺乏统筹设计、应用系统分散开发、数据结构不合理等问题，根据总部下发的军队营区数字化建设相关标准规范，作者基于近年来参与部队营区数字化建设的实践经验，总结并提炼营区数字化理论与方法，形成本书。
本书旨在通过对物联网及数字营区的相关概念详细阐述辨析，以及对数字营区的规划与设计、总体架构、关键技术的深入探析，并结合数字营区的应用示例，使广大读者对数字营区有一个深入全面的了解，为数字营区的建设奠定良好的理论基础。全书共分为8章，由浅入深地逐步分析和阐述营区物联网及数字营区的相关理论、方法和实践。
