《防范“贫困化增长”：后危机时代FDI评价、甄别与优化机制研究》鉴于20世纪50年代出现的“贫困化增长”理论，结合外商直接投资（FDI）对中国经济增长、就业扩大、技术引进等诸多正面效应以及环境破坏、生态恶化、产业结构失衡、技术引进受限等负面效应，展开对FDI评价与防范“贫困化增长”优化机制的研究，以积极回应后危机时代对FDI转型的新需求，实现从招商“引资”到招商“选资”的飞跃。
值得一提的是：“贫困化增长”是通过“贸易条件”进行的理论解析，而“贸易条件”并不能全面反映一国贸易利益的实际变动状况，如何科学合理地评价FDI与“贫困化增长”的关系？《防范“贫困化增长”：后危机时代FDI评价、甄别与优化机制研究》沿着理论研究、实证检验、机制构造的路径展开。首先，从“贫困化增长”的实质——效应分析出发，用FDI“福利条件”替代“贸易条件”作为衡量标准是对“贫困化增长”理论的一种新的解释。其次，以本体建模方法构建的反映数量型FDI与质量型FDI的综合福利指标体系克服了指标选择随意性的弊端；同时，通过1992—2011年东、中、西部地区面板数据的实证检验，揭示了FDI福利效应的区域差异性及变化趋势，为警示后危机时代我国外资政策导向上更应注重对“质”的把握提供了依据。再次，基于委托代理模型基础上的FDI甄别、优化机制的构建，强化了数量型FDI与质量型FDI互动发展的具有弹性引资政策的制度功能，为后危机时代防范“贫困化增长”的FDI搭建一个全新的理论平台和政策启示。

刘渝琳，女，重庆大学教授，博士生导师。重庆市有突出贡献的中青年专家；教育部新世纪优秀人才支持计划获得者；国务院特殊津贴专家。先后在澳大利亚奠纳什大学经济系、美国密苏里大学商学院、美国乔治梅森大学经济系做高级访问学者。主持国家社科基金、国家自然科学基金、教育部重大攻关项目、国家发改委招标项目、国家软科学项目、博士后特别基金项目等十余项；在CSSCI国家级期刊上发表论文50多篇，多篇论文被《新华文摘》、《人大复印资料》转载以及被EI、ISTP检索：多项成果获得省部级社科优秀成果一、二等奖。

2.1.1 “贫困化增长”理论综述
（1）国外研究综述
“贫困化增长”（Immiserizing Crowth）这一命题是20世纪50年代由经济学家巴格瓦蒂（Bhagwati，1958）提出的，这一理论说明在国际贸易存在的情况下，经济增长虽然会由于产出的增加而导致出口量的增加，但与此同时，本国的贸易条件却可能以更大的幅度下降，这反而造成了本国居民收入水平和消费水平的下降，这就是人们最初所理解的“贫困化增长”的内涵，该含义涉及经济增长、贸易条件变化与福利变化三者之间的关系。
“贫困化增长”的相关研究最早可追溯到1950年，R.普雷维什（R.Prebisch，1950）从传统国际贸易模式出发，分析了发达国家与发展中国家之间国际贸易关系的历史数据，提出了发展中国家贸易条件长期趋于恶化的论点。紧随其后，汉斯.W.辛格（H.W.Singer，1950）扩展了普雷维什理论，认为发展中国家以出口劳动密集型制成品替代出口初级产品，其结果只是转换了贸易条件恶化的内容，而没有从根本上解决发展中国家贸易条件长期恶化的问题。明确提出“贫困化增长”概念的印度经济学家巴格瓦蒂在“普雷维什一辛格命题”的基础上，运用微观经济学的分析证明，经济增长带来的产量提高和收益增加可能会被贸易条件的不断恶化所抵消，从而导致本国居民的实际收入水平和消费水平的绝对下降。与此同时，普雷维什（1959）又论证了外围国家贸易条件存在长期恶化的历史事实，他认为贸易条件恶化的趋势是需求的收入弹性差异和技术进步向世界经济传播的不平等方式的结果。自20世纪80年代末起，辛格和撒克尔（P.Sarkarand R.W.Singer，1991）对贸易条件恶化论做了新的解释和修改，将贸易条件恶化的适用范围从初级产品扩大到制成品，认为发展中国家以出口劳动密集型制成品取代出口初级产品，但并未根本解决贸易条件恶化问题，发展中国家的制成品贸易条件仍是呈恶化趋势。刘易斯（W.A.Lewis，1952）提出贸易条件决定论，认为贸易条件可分为生产要素贸易条件和商品贸易条件，生产要素的贸易条件决定了发展中国家的商品贸易条件，而决定生产要素贸易条件的是国内生产率差异和劳动力供给弹性无限。伊曼纽尔（1988）指出，工资的不平等是造成国际不平等交换而引致“贫困化增长”的唯一原因。进入21世纪以后，彼得·林德特（2001）在其《国际经济学》中对“贫困化增长”简明而深刻的诠释代表了该理论的最新研究成果，他认为如果一个国家贸易条件恶化所导致的国民福利的下降将足以抵消从增加供给中所得的收益应满足以下三个必要条件：一是国民经济的增长必须是偏向于出口；二是国外对本国出口商品的需求必须是无价格弹性的，以致出口供给的扩张将导致价格的大幅度下降；三是国家必须很大程度上依赖于国际贸易。
