Author Description

劳尔·普雷维什（Raul Prebisch），是阿根廷著名的经济学家,曾经出任阿根廷财政副国务秘书和阿根廷共和国中央银行总经理,同时还先后被聘为墨西哥、巴拉圭和委内瑞拉等国中央银行的顾问。此后普雷维什担任了“联合国拉丁美洲经济委员会”秘书,后又负责筹组“联合国贸易和发展会议”并任秘书。

《外围资本主义：危机与改造/经济学名著译丛》：
在这样的条件下，为了使由更高的成本所加大的供给能够被吸收，就必须使需求以及产生需求的收入都相应增长。
假如货币当局为避免或抵制螺旋式通货膨胀而拒绝创造必需的货币，需求的增长就会变得不足以应付最终产品的增长。于是经济衰退就到来。衰退现象一直持续到货币当局改变态度和物价能够按照更高的成本而上涨时为止。物价上涨会使得剩余由于生产率新的提高而再度增加，不过这只是暂时的，因为报酬进一步提高又会再度将它压缩。可见，分配斗争激化不但引起混乱，而且给发展带来种种不利后果，积累因此而被削弱。
然而，应当看到，这些现象是发生在劳动力的工会与政治权力因民主化进程的推动而在市场领域和国家领域日益扩展的时候，也是在国家的开支因其自身的动力而越来越高的时候。
在这样的条件下，螺旋式通货膨胀成为外围发展的固有现象。单靠货币手段的通常规律已不能避免或消除这种现象。
只有在再分配（分享与补偿）权力尚不存在或还很弱小的时候，这些规律才具有重要的作用。而只有在民主化进程还很微弱或受到统治集团牵制或操纵的时候，即只有表面的相非实质性的民主的时候，才会具备上述条件。
