1．1．3蔬菜产业对稳定北京市市场的作用
近年来包括蔬菜在内的食品市场价格波动频繁，蔬菜的稳定供应是市场稳定的主要因素。蔬菜属于鲜活农产品，不耐储藏运输。因此北京市蔬菜产量的稳定乃至增长，对保障北京市蔬菜供应意义重大。当前，北京市农村生产蔬菜的流向大体可分为本市市场、外埠市场和国际市场。2006年北京自产蔬菜在本地市场销售379．3万吨，销往外埠市场58．6万吨，销往外埠的主要是北京的名优特菜品种和错季节蔬菜。
1．1．4在满足消费者质量安全性蔬菜的要求上发挥作用
消费者对质量安全性蔬菜的要求是世界性潮流。近年来市场上北京产有机蔬菜、无公害蔬菜的上市量在不断增加。北京市还强化食品安全性的制度建设，到2007年年底，全市参加蔬菜质量安全追溯试点工作的企业有70家，拥有蔬菜质量安全追溯系统触摸查询屏的超市达40家。无公害农产品、绿色食品、有机农产品的“三品”产量已占全市农产品生产总量的30％以上。优质、安全、多样的蔬菜供应，满足了城乡居民多层次的消费需求①。
总之，作为传统的具有城郊优势的蔬菜产业，在北京市农村仍居优势地位。蔬菜产业的发展，对提高农民收入、发展农村经济、保障市民的蔬菜安全供应，以及农业的可持续发展，发挥重要作用。

市场经济条件下，产业竞争力是一个产业发展的基础和前提。以下从蔬菜的地区比较优势、果类蔬菜的生产成本及成本收益率进行分析。
1．2．1．1蔬菜的地区比较优势
农业生产足自然再生产和经济冉牛产的结合，农产品的地区比较优势是构成其产业竞争力的主要方面。为了对北京市蔬菜产业的地区比较优势进行系统、综合、定量的分析，本研究采用灰色系统评估法进行模型构建、指标构建和运算评估。灰色系统评估法是对研究对象进行综合性比较并作出高、中、低等评判的一种数量经济分析方法。

在产业的描述上，最初有第一、二、三产业的概念。随着社会分工的不断细化，后来有了对三次产业的进一步细分。近年来，IT产业、大豆产业等新的产业描述在涌现，而在一定历吏阶段这些仅仅分别被看作是产业中的产品。在“产品”时代，人们更多关注的是如何生产、生产的投入和产出，而到了“产业”时代，则是对生产、流通、加工乃至消费各环节进行整合，由多个环节构成新的产业。作为产业，则不仅要关注其产品数量、产值规模，还要关注其技术创新、经济效益、就业结构、生态环境、产业内结构等。本书正是基于“产业”视角，对北京市蔬菜生产、流通、消费和政策进行研究的总结。
近年来，我国蔬菜价格起伏波动频繁。蔬菜是我国居民消费必不可少的产品；蔬菜产业作为北京市农村的重要产业，是农民收入的重要来源。如果蔬菜价格过度上涨，会导致居民消费者特别是中低收入者的利益受损，即“菜贵伤民”；而当蔬菜价格过分下跌，又会损害农民的切身利益，即“菜贱伤农”。蔬菜价格乃至整个“菜篮子”问题已引起我国各界高度关注。本研究基于对北京、上海、香港以及日本、韩国等地区和国家蔬菜生产和供应的调研和比较分析可以看出，北京市蔬菜生产和流通面临着以下问题：首先，具有传统城郊优势的城市蔬菜生产，近年来却出现萎缩现象。蔬菜播种面积和产量，在2002年之前呈逐年增长态势，但从2003年开始，却出现下降趋势。如何遏制城市蔬菜生产的萎缩态势、保障对城市居民的安全供应，并实现北京市蔬菜产业的可持续发展，成为关系到首都居民生活质量提高及城郊农民收入增长的重要问题。其次，农村蔬菜生产仍以一家一户小规模分散经营为主，专业化程度低。我们通过对北京市6个蔬菜主产区县的203个蔬菜种植户进行的实地调研了解到，平均每户的蔬菜种植面积为0．35公顷，每户种植的蔬菜大棚一般为2～3个。农户在种植品种、种植面积的决策上也带有一定的盲目性，往往根据前一年或是前一季蔬菜的价格进行抉择，极易形成一哄而上、一哄而下的生产局面，从而导致蔬菜生产供应及价格的大起大落。第三，农民专业合作组织所覆盖的农户范围有限，合作组织的功能发挥不到位，蔬菜的销路和价格得不到保障。第四，未形成较规范的蔬菜流通体系，目前的主要销售渠道是通过地头商收购，这种流通渠道在蔬菜的流通中存在很大的随机性和偶然性，易造成蔬菜生产的不稳定性。因此，本研究对促进北京市蔬菜产业的持续发展具有重要的现实意义。
关于蔬菜产业发展研究，到目前为止主要集中于以下几个方面：第一，关于我国蔬菜生产的影响因素及地区比较研究。周应恒等（2012）运用结构方程模型对我国蔬菜主产地形成的影响因素进行了分析；吕美晔等（2008）基于理论和实证分析方法，分析了土地、水、资金、技术和劳动力如何影响菜农的种植方式和种植规模。第二，关于蔬菜流通体系的研究。李连英等（2011）依据市场整合原理，运用结构方程蔬菜流通中批发商与零售商之间的关系，明确了各因素如何对流通渠道整合发挥作用；杨顺等（2004）将世界上不同国家的蔬菜流通模式进行了比较分析，构建了我国的蔬菜流通模式；孙侠等（2008）对大连市的蔬菜流通渠道、成本和收益进行了调研分析。第三，关于蔬菜价格及其影响因素，李崇光等（2012）和董晓霞等（2011）进行了研究分析。第四，从整个产业链视角对蔬菜产业进行的研究。戴化勇等（2007）从产业链管理视角对蔬菜的质量安全管理及其效率进行了研究；Bongiwe等（2013）从供应链视角分析了从生产者到消费者的蔬菜营销问题；Hara等（2013）侧重于从城市的蔬菜供应来源分布进行了研究。此外，一些学者对我国的蔬菜出口贸易也进行了研究。从到目前为止的研究可以看出，有以下几个问题值得进一步研究：一是综合考虑蔬菜生产性因素、市场性因素、政策性因素来保障我国蔬菜价格的稳定性的研究。二是针对北京这一典型城市，进行蔬菜产业发展研究。总之，进行新时期都市农业框架下北京市蔬菜产业发展的研究，具有重要的学术意义。
基于上述考虑，本研究在对新时期北京市蔬菜产业的地位和面临的问题进行研究的基础上，对蔬菜产销及其结构进行比较分析，并从生产、市场、流通和政策等多视角，进行蔬菜产业发展研究。最后，针对北京市蔬菜产业发展提出相应的对策建议。
