我们对完全竞争条件下的模型的分析，给我们留下一个很深的印象就是，不管是出口补贴还是生产补贴，这两种补贴都会降低接受补贴国家的福利水平。但是，这两种补贴又是很常见的。下面存在对这个问题的两种可能解释。第一，这些政策可能损害国家的福利，但是政府实施这些政策给生产者带来的好处要大于消费者，这或许是因为政策原因。第二，这个模型遗漏了一些重要的信息，实际上这些补贴有利于国家福利的提高。这一节的最后一部分将讨论上面第二种解释。
