Author Description

徐秋慧，1971年10月出生，山东寿光人。2009年于中国人民大学获经济学博士学位，现为北京工商大学经济学院教师。主要研究领域为外国经济思想史和宏观经济政策。在核心期刊上发表论文二十余篇，多篇被csscl收录。

费尔普斯认为，包容失败导致的社会损失，不仅仅是资源浪费，还包括治安恶化、毒品使用的增加、危害公共健康、为社会补助而设定的高税率等。例如，在美国和英国，低技能工人的工资降低和犯罪行为增加之间存在相关性。在法国，拥有更高失业率的城市，也具有更高的吸毒率和盗窃率。对个体来说，包容失败的具体后果具有超出收入不平等和工资不平等的社会影响。它不仅使劳动者无法实现经济自立，而且还有可能造成更严重的恶果。斯蒂格利茨（2008）也曾经论及，长期失业使得失业者对未来的就业失去信心，不再愿意为获得技能而投资，工作技能和与人沟通的技能也将逐渐丧失，生产能力也愈益下降，他们重新进入社会正式经济的机会就更加微乎其微了。或者，由于失业者无法自立而使其子女丧失受教育的机会。这些子女进入劳动年龄之后，进入社会正式经济并获得满意工作和收入的可能性，就会远远低于其他家庭的孩子。这会导致整个社会更高的失业率（即所谓的滞后效应导致了更多的失业）。在法国、德国和英国，失业青年在一个月之后找到工作的概率在4％-14％之间，而且早期的失业会导致更长期的失业。法国三分之一的失业者曾经失业一年。在美国，这个比例只有8.5％。在欧洲，早期失业对后期工作稳定性的影响可达7年之久，在美国却只有两年。
