第五章首都文化创意产业及标准化研究概况。本章对首都文化创意产业标准化情况进行概述，首先对北京文化创意产业发展现状和发展过程中暴露的问题进行分析，然后对首都标准化发展的现状进行描述，并总结首都标准化工作取得的成就。
第六章首都文化创意产业标准化发展现状及存在的问题。本章从首都文化创意产业标准化的发展现状出发，探讨首都文化创意产业的政策规划，剖析首都文化创意产业标准化所面临的挑战，为后面的研究打下基础。
第七章首都文化创意产业标准化需求。本章首先从文化创意产业标准化的国家层面需求出发对标准化、术语及行业分类进行了叙述。其次，从文化创意产业标准化的政府管理需求出发，对综合需求、企业认定标准的需求及产业集聚区认定标准进行了说明。再次，从文化创意产业标准化的企业发展需求出发，论述了文化创意企业的特征，对典型案例进行分析，并分析了企业对标准化需求的特征。最后，从文化创意产业标准化的集聚区发展需求出发，对集聚区标准化的内外部需求进行了论述。
第八章首都文化创意产业标准化战略可行性分析及实施策略。本章介绍了管理学经典TOWS矩阵，并以TOWS矩阵为工具对首都文化创意产业标准化战略可行性进行分析并评价，结果表明首都文化创意产业标准化战略具有现实可行性。在策略提出部分，依据首都实际情况，提出以集聚区推动标准化全面发展、构建标准化实施平台和制定多种标准发展模式三项策略。
第九章推进首都文化创意产业标准化工作的建议。本章提出首都文化创意产业标准化工作，应该从形成文化创意产业标准化的工作机制、构建首都文化创意标准体系人手，推行首都文化创意标准化试点以及制定首都文化创意产业标准化战略。在此基础之上，’进一步提出北京文化创意产业标准化的工作内容及操作建议，具体从规划重点、建立联盟、整合资金、人才建设、增强立法、开展专题研究、架设平台、增加评价八个方面进行论述。

标准化是经济和社会发展的重要技术基础，是目前国际市场竞争的主要形式之一，是建设创新型国家和社会的重要技术支撑，是增强自主创新能力的重要内容，是规范市场经济秩序的重要技术手段，是调整产业结构、转变经济增长方式的中心环节。标准化研究是以实现技术创新和管理现代化为宗旨，以支撑经济、科技、社会的持续创新发展为目标，针对技术创新和管理实践中出现的复杂性、综合性、系统性的问题，通过综合运用自然科学、社会科学、工程技术和管理科学等多门多学科知识，运用定性和定量相结合的系统分析方法和论证手段，进行的一种跨学科、多层次的科研活动。
2003年，北京市开展了“北京市技术标准发展战略研究"活动并参与国家技术标准战略的城市试点和企业试点工作，取得了“北京市技术标准发展战略研究”、“北京市WTO／TBT预警体系建设研究”、“北京市技术标准支撑体系研究"等20多项战略性研究成果。结合北京市经济和社会发展的实际，“北京市技术标准发展战略研究”提出了“以科技创新为驱动，协调科技研发与技术标准的发展，促进北京地区研制先进标准和参与国际标准竞争；以标准实施为手段，将技术标准与市场化运作相结合，全面提升北京地区产业竞争力和城市管理水平；以标准化服务为保障，发展标准咨询服务业，为北京发展提供新的经济增长点”的标准发展战略。研制和实施技术标准成为北京自主创新能力建设的一项重要内容，极大地推动了北京市标准化工作的开展。
