第二章中国城市化进程特点
中国城市化进程既与世界大多数国家城市化历程的基本轨迹相似，又具有自身独特的表现。从相似性来说，中国城市化进程也基本符合美国学者诺瑟姆(Ray M.Northam)所概括的呈一条稍被拉平的“S”型曲线的发展轨迹。从独特性来说，主要表现为城市化的运行动力机制由政府单一力量主导转变为政府、市场、社会多重力量共同主导，但政府主导还是主要的力量；城市化与经济增长和发展的落差逐步缩小；城市化地区发展由不均衡向均衡协调演化；城市化对人口和劳动力的吸纳能力由弱变强。

一、城市化动力机制的选择由经济体制所决定
城市化的动力机制是指推动城市诞生和发展所需动力的产生机理，以及维持和改善这种作用机理的各种经济关系、组织制度所构成的综合系统。经济行为的动力机制是物质利益即效益；一切生产要素的聚散、重组都是为了以最小的投入创造最大的产出。城市化的动力机制也不例外。城市化就是为了节省时间，用空间换时间，追求最大的效益。选择什么样的动力机制，以什么力量推动城市化进程，是以政府的力量，还是以市场的力量，或是政府、市场、社会等的多重力量，来推动这一进程，对于城市化进程的快慢和城市化的最终效果，情况是大不相同的。
根据主导力量的不同，可以将城市化的推动力量分为三种类型：政府主导型，市场主导型，政府、市场、社会等的多重力量主导型。政府主导型城市化是指在城市化进程中，政府作用居于领导和支配的地位。政府以行政力量，通过制订法律法规、制定和执行公共政策等手段，对城市化进程加以推动、引导和调控。具体来说，政府在城市化过程中充任组织者与发动者的角色，依据国家经济社会发展的总体布局，统一规划城市建设与城市化布局，制定城市产业发展、基础设施等建设规划，并且通过一系列带有刚性的政策和措施限制社会资源的自由流动。
