《农村全面小康社会建设的机制研究》：
美国的财政支农政策主要有三个阶段。第一阶段：20世纪30—80年代，美国20世纪30年代经济危机导致大量农民破产，国会通过以保障农民收入为目标的《1933年农业调整法》，以控制生产和价格支持为主要措施开始全面干预农业。第二阶段：20世纪90年代，主要反映在《1990年农业法》和《1996年农业法》，逐步降低对农业的价格支持、出口补贴和关税，转而实行对农民的直接收入支持。第三阶段：2002年至今，2002年国会通过《农业安全与农村发展法案》即《2002年农业法》，在基本维持《1996年农业法》框架的基础上，扩大了农业的支持范围，并建立了一种对收入的自动反应机制。
对农业的补助方面，美国农业补贴的政策工具主要有：贷款差额补贴。其实质是政府为农产品提供的保护价格，1996年以后这种政策工具被“直接支付”所取代。直接收入补贴，这是一种与农产品的生产、价格不挂钩的固定补贴，是政府从价格补贴转向收入补贴的主要标志。反J司期补贴，实际上是贷款差额补贴与直接补贴的相互混合的产物。资源保育补贴，主要包括土地休耕计划、农田水土保持、实地保护、草地保育。农产品贸易补贴，美国政府的出口补贴以出口信贷和鼓励市场进入为重点。
二实现区域均衡发展，缩小人均收入差异
澳大利亚的转移支付制度以财政均等化模式为主要特征。澳大利亚各州之间在自然资源、人口密度、经济结构诸方面存在较大差异，然而从人均收入水平的地区比较来看，并没有贫富差异悬殊的现状，各地区人民均可享用到水平相同或相近的公共产品和服务，这在很大程度上得益于联邦政府的转移支付制度——财政均等化措施。澳大利亚政府通过这种财政转移支付制度，实现了区域发展均衡，人均收入均衡。其方法是设立联邦拨款委员会，独立于财政部，是一个咨询性机构，它首先设计出一套方案，在各州之间进行分配，根据有关因素并作一定调整之后，测算出各地的合理（或理论）收入和支出，再求得应有支出与实际财力的差额，然后提出各州在均等化拨款中所占的比重。具体拨款时又分为三种：一般性补助，即没有附加条件的经常性拨款；非专项的资本性拨款，用于支持各州的基本建设；专项拨款，由联邦政府指定用途，用于特定的工程或项目。财政均等化的依据是各州公民缴纳的个人所得税率是相同的，因此，也应该有得到同等水平公共服务的平等机会，如医疗、教育、社会治安等。
