会计，是现代企业的一项重要的基础性工作。通过一系列会计程序，提供对决策有用的信息，并积极参与经营管理决策，提高企业经济效益，促使市场经济有序健康地发展，是会计工作的目标。随着经济的发展，行业细分越来越明确，现代企业会计也根据行业的不同呈现出了不同的特点。
施工企业的基本职能是为社会提供建筑产品和安装产品，完成工程建设任务。施工企业的基本经济活动是施工活动。施工企业会计是以施工企业为会计主体的一种行业会计。施工企业会计的主要核算特点包括：分级核算、单独计算每项工程成本、分阶段进行工程成本核算和工程价款核算。
本章的主要内容包括：
1. 施工企业概述；
2. 施工企业会计科目设置及会计的核算特点。
第一节施工企业概述
施工企业是指从事建筑工程、设备安装工程以及其他专项工程施工的生产型企业。它通过组织、利用生产资料将劳动对象建造或安装成为特定的工程产品，即通过施工生产活动，把各种建筑材料转变为具有特定用途的各类建筑产品。主要包括各类建筑安装公司、机械化施工公司、基础工程公司、电力建设工程公司、市政工程公司、装修和装饰工程公司等。
施工企业经营管理的特点如图1-1所示。

第二节施工企业会计科目设置及会计的核算特点
一、施工企业会计科目设置
2006年颁布的中国企业会计准则和相关规范对我国的企业会计工作界定了统一的规范，形成了一套与国际会计准则趋同的会计体系。统一的科目设置和统一的记账方法使得各行各业有了一定的可比标准。但是，具体对于每个行业和每个企业来说，其生产经营特点仍然是会影响会计科目的设置。这里仅就施工企业不同于一般意义上的会计科目作一下简单的总结。
（一）“周转材料”
1．概念
周转材料是指企业能够多次使用、逐渐转移其价值但仍保持原有形态，不确认为固定资产的材料，主要包括钢模板、木模板、脚手架和其他周转材料。根据新会计准则规定，低值易耗品属于周转材料的范畴。
2．明细账的设置
在五五摊销法下（一般情况下采用这种方法，但不排除其他方法的使用），按周转材料的种类，分“在库”、“在用”和“摊销”进行明细核算。例如：
周转材料——钢模板（在库钢模板）

（钢模板摊销）
3．主要账务处理
企业购入、自制、委托外单位加工完成并已验收入库的周转材料等：

（1）采用一次转销法的。
① 领用时应按其账面价值入账。

② 周转材料报废时，应按报废周转材料的残料价值入账。

核算施工企业持有的固定资产原价和临时设施的原价。

按固定资产类别和项目进行明细核算。

（破碎机——××型号）
3．主要账务处理
账务处理在固定资产的会计核算操作一章中会有详细介绍。
（三）“工程施工”
1．核算内容
核算施工企业（建造承包商）实际发生的合同成本和合同毛利。
2．明细账的设置
按建造合同，分“合同成本”、“间接费用”、“合同毛利”进行明细核算。
工程施工——××建筑工程（合同成本）

（合同毛利）
3．主要业务处理
（1）企业进行合同建造时。
① 发生的人工费、材料费、机械使用费以及施工现场材料的二次搬运费、生产工具和用具使用费、检验试验费、临时设施折旧费等其他直接费用。
借：工程施工（合同成本）
贷：应付职工薪酬/原材料等
② 发生的施工、生产单位管理人员职工薪酬、固定资产折旧费、财产保险费、工程保修费、排污费等间接费用。
借：工程施工（间接费用）
贷：累计折旧/银行存款等
③ 期（月）末，将间接费用分配计入有关合同成本。
借：工程施工（合同成本）
贷：工程施工（间接费用）
（2）确认合同收入、合同费用时，借记“主营业务成本”账户，贷记“主营业务收入”账户，按其差额，借记或贷记本账户（合同毛利）。
（3）合同完工时，应将本账户余额与相关工程施工合同的“工程结算”账户对冲。
借：工程结算
贷：工程施工
（4）本账户期末借方余额，反映企业尚未完工的建造合同成本和合同毛利。
（四）“工程结算”
1．核算内容
核算施工企业根据建造合同约定向业主办理结算的累计金额。
2．明细账的设置
按建造合同进行明细核算。
工程结算——××工程
3．主要业务处理
（1）企业向业主办理工程价款结算，按应结算的金额借记“应收账款”等账户，贷记本账户。
（2）合同完工时，应将本账户余额与相关工程施工合同的“工程施工”账户对冲，借记本账户，贷记“工程施工”账户。
（五）“机械作业”
1．核算内容
核算施工企业及其内部独立核算的施工单位、机械站和运输队使用自有施工机械和运输设备进行机械作业（包括机械化施工和运输作业等）所发生的各项费用。
企业及其内部独立核算的施工单位，从外单位或本企业其他内部独立核算的机械站租入施工机械发生的机械租赁费，在“工程施工”账户核算。
施工企业内部独立核算的机械施工、运输单位使用自有施工机械或运输设备进行机械作业所发生的各项费用，可按成本核算对象和成本项目进行归集。
提示：成本项目一般分为：人工费、燃料及动力费、折旧及修理费、其他直接费用、间接费用（为组织和管理机械作业生产所发生的费用）等。
2．明细账的设置
按施工机械或运输设备的种类等进行明细核算。
机械作业——挖掘机（人工费）

3．主要账务处理
（1）企业发生的机械作业支出。

二、施工企业会计的核算特点
施工企业会计是以货币为主要计量单位，按照现行会计法规体系要求，运用一套专门核算方法，对施工企业的经济活动进行连续、系统、全面的核算和监督，真实、准确、及时地提供会计信息。它是加强施工企业管理，提高经济效益的经济管理活动。施工企业通过会计计量、计算和登记，能及时地取得生产经营管理所必须的各种信息和数据，这对施工企业的管理具有重要意义。

随着我国经济的快速发展，现代建筑施工企业已经成为国民经济的重要物质生产部门，与整个国家经济的发展、人民生活的改善有着密切的关系。未来50年，中国城市化率将提高到76%以上，城市对整个国民经济的贡献率将达到95%以上。都市圈、城市群、城市带和中心城市的发展预示了中国城市化进程的高速起飞，也预示了建筑业更广阔的市场即将到来。
