Book Abstract

在加利福尼亚州买房，买主开销很少，仅有一些杂项手续费，加起来不过是房价的0.5%左右。卖方费用较高，佣金是一大头，一般为房价的5%～6%，另有一些过户手续费等杂项费用。还有一些费用由买卖双方分担或由单方负担，而且不同的县费用分摊也不一样。这些费用大部分都是选项，卖方根据报价的高低同买方协商。
1.检查费用：在美国买房一般都进行房屋检查，包括排污系统检查、环境有害物质检查、白蚁检查、房屋常规检查、屋顶检查、烟囱检查等。最基本的检查有三项：房屋检查（500美元左右）、白蚁检查（150美元左右）和屋顶检查（300美元左右）。当然，买方可以做任何他认为有必要的检查。有时候，卖主在卖房子的时候已经对房子进行过检查。如果这样，买方一般不需要再做检查，除非你对个别地方特别注意。2.其他费用：
（1）城市和县的物业转换费。城市和县的物业转换费各地都有固定习惯做法，该谁付就谁付，没有太多可选。但如果买卖双方谈有条件，则按条件办。具体金额各地市都不一样。
（2）社区物业文件转换费。如果买的是公寓单元住宅，还牵涉到社区物业文件转换费，约300美元左右。
（3）家用设备保险费。这也是一选项。为使新屋主搬进后生活方便，过户时我们都建议买一年的设备保险，一旦水、电、炉子、热水器、管道等出现问题不能正常使用，屋主可以打电话找保险公司来修，屋主仅付跑路费约60美元，工、料等全由保险公司付。这项保险费约350美元／年，选项多的话，还会多给些。一般来讲如果保到500美元／年，基本上所有项目都可以包完了。
（4）过户手续费。买房过户手续费是指通过产权保险公司过户的各种杂项费用，如文件处理费、签字公正费、邮递费等。卖方产权保险费虽然是选项，但该谁付，各市和县一般都有习惯做法，除非买卖双方另有说明。
（五）入住和过户
买主买下房产是否用于自住对贷款有影响，因此，合同中应写明所买房产是或不是用于自住。如果自住，贷款利息就低，如果是投资，贷款利息就高。如用现金买，就不牵涉到此问题。“返租合同”很常见，原因是卖方在过户后需要约一两个星期的时间搬家，此间卖方仍需在原屋居住。但由于产权已经转换，原来的屋主现在变成了租客，所以要签租房合同。租金按天算，计算方法是新屋主应付的每月费用除以天数，租客住几天就按几天算。通常屋主住房的每月开支是：本金+利息+房地产税+保险费。加利福尼亚州的房地产税大多不超过房价的1.5%／年，各个县有差别。租客应在过户前数天内搬出，除非另有协议。如果卖方没有按照相关条款或法律按时将房子腾空，卖主可能造成违约。有时候买主买下房子是为投资，不是自住，所以新屋主有可能会让原租客继续租下去。至于原来的租房合同是否延续或重签，就是双方的事了。
产权过户时，卖主应将有关设备等担保书转让给新屋主，代理公司无法确定某物是否可转让担保期。同时，卖主应当把房子、信箱和车库门等钥匙交给买主。如果房子是社区楼房，卖主还应当把社区活动中心的钥匙和有关文件交给买主。
（六）卖方提供法定房屋状况文件
合同成交后，在规定的时间内（一般是两个星期左右），卖方应当给买方提供下列涉及房屋状况的文件：含铅油漆危害状况文件、房屋状况文件、环境及自然灾害文件、房产税文件以及卖方所知道的涉及房屋状况和周边环境的问答等文件。买方在规定时间内将上述文件看完并签字后交给自己的经纪人。如果在过户前卖方发现提供给买方的文件有误或有新的发现需要修改或补充，卖方应立即写出补充文件予以澄清和解释。
如果上述涉及的文件是在合同签字成交以后提交给买主的，买主可以在收到上述文件后3天内，以书面形式通知卖方或其经纪人取消合同。
建于1978年以前的房子，屋主都要提供一个证明文件，说明是否有铅中毒的状况。
