1 金融危机以来的全球经济政策调整及经济格局变化
摘要
美国次贷危机爆发以来，对于此次危机引发原因的探讨一直没有停止过。本报告首先基于次贷发生和演变的过程，对引发次贷危机的原因作了一个简要回顾，导出了此次全球性金融危机爆发的根源——“美元本位制”下的世界经济结构失衡。在甄别出芙元本位制下“美元环流”的基础上，系统地分析了“美元环流”推动下全球经济结构失衡的演进过程： “美元环流”一全球经济失衡一全球流动性过剩一金融危机爆发。
依据此次危机爆发和演变的时间顺序，将其划分为四个阶段：形成阶段、深化阶段、恶化阶段、尾声阶段，在此基础上梳理了世界主要国家在应对此次金融危机中所进行的政策调整。根据政策的对象及其作用期限，将各国的政策调整落实到四个象限：针对金融部门的短期政策、针对金融部门的长期政策、针对实体经济的短期政策和针对实体经济的长期政策，进而深入地分析了各国政策调整在金融部门和实体经济部门所取得的成效。
2007年初美国次贷危机引发的全球性金融恐慌转眼已近三年，危机本身似乎已接近尾声，但其对全球经济的长远影响却刚刚开始。本章将系统性分析危机以来各国宏观经济政策的应对与调整，以及全球经济结构的变化。为此，还需要对此次危机的根源做一个简要的回顾。
