改革开放以来，在传统非低碳经济条件下，我国制造业凭借廉价的劳动力和资源，加上优惠的外贸外资政策，通过国际贸易（一般与加工贸易）、承接国际产业转移（利用FDI）等不同方式参与国际分工，使我国从制成品、中间品到生产环节全面融入国际分工链条，国际分工地位显著提升，成为“世界工厂”。全面参与国际分工，积极融入世界经济，分享经济全球化的利益，成为我国经济保持持续快速增长的重要动力之一。然而，在《京都议定书》、“巴厘岛路线图”和《哥本哈根协议》后，低碳经济取代传统经济成为世界经济发展的大趋势，低碳与减排也成为各国经济发展的外部约束。欧盟和美国正在积极制定碳关税的相关政策，芬兰、丹麦、意大利等国家在国内征收碳税，我国也正在研究征收碳税的可行性及其影响。随着碳关税、碳税、二氧化碳可视化等低碳经济政策的逐步实施，我国建立在“低成本、高能耗、高排放”的粗放式参与国际分工的战略越来越不可持续。碳排放作为一个重要外部经济变量是如何影响我国参与国际分工？我国贸易产品的碳成本如何核算？如何测算我国承接国际产业转移的碳泄漏与碳转移？面对低碳经济的外部约束，研究如何调整我国参与国际分工的战略，重构我国参与国际分工架构，在新形势下提升我国国际分工地位已成当务之急。
本书第一章为导言，内容包括研究背景、基本概念、低碳视角下国际分工的演进与特征等；第二章首先分析了国际碳排放的科学属性、经济属性、政治属性和全球博弈问题，接着从能源消费、碳排放总量、区域、行业结构等方面研究了碳排放的现状和特征，最后从转变经济发展方式、生活消费方式以及能源利用方式等视角研究了国际碳排放的发展趋势；第三章从理论上研究了国际分工和碳排放转移的形成机理，并在此基础上，从生产和消费两个维度实证研究了世界主要国家的碳排放问题，以及从净移入和净移出两个方面分析了世界主要国家净碳排放问题；第四章在回顾改革开放以来我国国际贸易发展的基础上，利用投入产出表实证分析了我国在进行国际贸易过程中的隐含碳排放失衡问题，并采用SDA和LMDI方法研究了我国出口贸易中隐含碳排放增长的驱动因素；第五章在分析我国承接国际产业转移现状的基础上，探寻了目前承接国际产业转移过程中存在的问题，并从理论和实证两个角度研究和了我国承接国际产业转移过程中的碳排放问题；第六章在分析我国区域经济发展现状、历程和特征的基础上，实证分析了区域经济发展与碳排放的关系，并从碳排放规模、碳排放强度两个维度分析了我国碳排放过程中的区域转移状况；第七章主要是根据前文研究的结论，并结合发达国家的经验，从低碳经济的视角研究和探索了我国在参与国际分工中的贸易战略、引资战略以及区域协调发展战略的调整，最后研究了低碳经济下我国国际分工战略调整的制度保障。

《低碳经济与我国国际分工战略的调整》：
这样，产生商品价格差异的原因就有两个：一是各国的要素禀赋丰裕程度不同，二是生产不同商品所使用的要素组合是不一样的，或者说商品生产的要素密集度不同。俄林认为“贸易的首要条件是某些商品在某一地区生产要比在别的地区便宜。在每一个地区，出口品中包含着该地区拥有的比其他地区较便宜的、相对大量的生产要素，而进口别的地区能较便宜地生产的商品”。简单的说，在这个时期国际贸易的产业分工格局是各个国家都进口那些含有较大比例昂贵生产要素的商品，而出口那些含有较大比例便宜生产要素的商品。这个时期产业的界限是清晰的，所以国际分工形式主要表现为产业间的分工。
2.产业内分工
伴随着生产的发展，国际分工的深化，资本和企业规模的逐渐扩大，企业生产的规模优势逐渐显现出来，国际分工形式逐渐由以比较优势为基础的产业间分工逐渐过渡到以规模经济为基础的斯密型分工，即产业内分工。在这个时期，由于厂商资金投入增多，企业的生产规模扩大，厂商生产产品的成本减少、产品价格下降，生产相同产品而企业的规模不变的其他同类竞争厂商就会逐渐被市场淘汰。因此，在存在规模经济的某一产业部门内，各国将各自专注于该产业部门的某些差异性产品的发展，再相互交换以满足消费者的多样化需求。国家间的要素禀赋越类似，就越可能生产更多相同类型的产品，它们之间的产业内贸易量就越大。正是有了越来越多的产业内贸易现象，规模经济因素在国际贸易中的作用越来越重要。一国如果以获取规模经济为目标开始在一个行业或部门内进行大规模生产，这种竞争优势也会随着生产扩张而滚雪球式地增大，最终达到专业化生产某种商品并进行国际间的相互贸易。在现代很多国际贸易（尤其是资源、技术相似的国家之间的贸易）就是这种以规模经济为基础的专业化分工的产物，即斯密式分工，而不是以比较利益为依据的专业化分工的结果。例如，飞机制造业的最低限度的规模经济是很大的。
