《适应新型城镇化的地方税体系构建》：
1.3.5协同推进大中小城市和小城镇
基础设施一体化
基础设施是大中小城市和小城镇发展的重要支撑，也是大中小城市和小城镇一体化发展的重要保障，是推进新型城镇化进程的持久动力。目前，在我国快速城镇化过程中，各级城市的地方政府重本城市的规划布局、轻跨行政区划的协调发展、城际轨道交通等设施建设滞后，区域间的医疗、教育等公共服务基础设施不完善。因此，在推进新型城镇化进程中应建立覆盖大中小城市和小城镇一体化的基础设施建设及管理体制，坚持统一规划，统一布局，在交通、电力、能源等基础设施方面与发展成熟的城市相互对接，使基础设施网络和管理体制实现大中小城市和小城镇的全覆盖。具体包括：
一是要实现基础设施的全覆盖。水、电、路、气、通讯、网络等基础设施必须随着城镇空间扩张而相应扩张，甚至应当适度超前布局，保证数量的充足以及服务范围和服务对象的全面覆盖。二要实现基础设施的完善性。包括稳定、安全和功能完善的基础设施体系，能够满足居民以及城镇产业发展的各种需要。
强化大中小城市和小城镇空间联系，提高大中小城市和小城镇公用服务设施的共享度，缩短大中小城市和小城镇之间的“空间距离”和“设施落差”。重点加快小城镇公路通达、电力扩容、安全用水、环境整治为重点的基础设施建没，同时加强网络信息基础设施建设，推进大中小城市和小城镇信息互动、共享一体化。①

生态文明一体化
良好的生态环境是衡量人类生活品质的重要内容，也是度量城镇化发展质量和效益的重要标准。生态环境是人类生存与发展的基本条件，也是实现城镇化可持续发展的基础保障，生态化是走新型城镇化道路的必然选择。因此，在城镇化推进过程中，注重生态环境治理与保护，强化生态文明环境建设和维护，是实现城镇化发展系统与生态环境稳定系统之间的和谐平衡。推进我国新型城镇化，不应再走传统城镇化发展的老路，也不能再走先污染后治理、先破坏后营造的弯路，而应在城镇化发展过程中，充分评估生态环境的承载能力，同步推进城镇化发展与生态文明环境保护、治理和建设，走生态化的新型城镇化发展的新路。
中央城镇化会议要求：“要坚持生态文明，着力推进绿色发展、循环发展、低碳发展，尽可能减少对自然的干扰和损害，节约集约利用土地、水、能源等资源。要传承文化，发展有历史记忆、地域特色、民族特点的美丽城镇。要体现尊重自然、顺应自然、天人合一的理念，依托现有山水脉络等独特风光，让城市融人大自然，让居民望得见山、看得见水、记得住乡愁。”①党的十八大报告中把生态文明建设放在更加突出地位，纳入经济建设、政治建设、文化建设、社会建设、生态文明建设五位一体总体布局中，努力建设美丽中国，实现中华民族永续发展。可以看得出政府层面对生态文明建设的重视度。推进新型城镇化的目的，就是建设资源节约、环境友好型，绿色的，环境优美的宜居城镇，因此，推进城镇化与生态文明建设在目的上是一致的。推进城镇化，必然会对生态环境造成压力，环境问题将会更加突出，因此，生态文明建设是推进城镇化的必然要求。城镇化水平的高低是衡量生态文明建设的重要标准。只有在推进城镇化的过程中，统筹兼顾生态问题，实现两者的协同推进，只有生态文明的改善，才能真正推进高质量的新型城镇化的健康发展。
因此，在推进新型城镇化的进程中要营造环境优美的人文环境，努力提升城市软实力，特别是中小城市要严格执行环境准入制度。积极探索建立环境有偿使用制度，并对生态农业、生态工程、生态旅游项目予以政策方面的优惠或是予以经济上的补偿。努力推进生态保护区、生态敏感区、生态脆弱区的建设和保育，重点解决工业企业污染、城镇污水集中处理、农村水源污染治理、城乡固体废弃物处理等问题，形成大中小城市和小城镇生态环境融合互补、经济社会与生态环境相互协调的可持续发展格局，推进大中小城市和小城镇生态文明一体化。
