《中青年经济学家文库：矿产资源的产权残缺与租值耗散问题研究》以产权理论、公共选择理论为基础，搭建“产权残缺-公共领域-租值耗散”的理论范式，分析矿产资源产权残缺的根源、公共领域的构成以及资源开发不同环节的租值耗散问题，在此基础上，提出矿产资源产权制度改革的路径和租值耗散治理的策略，力图破解资源型地区的产权制度瓶颈和收益分配难题。

Author Description

曹海霞，1973年11月生，山西灵石人，经济学博士，副研究员，山西省社会科学院能源经济研究所环境研究室主任，兼山西省经济学会常务理事、山西省宏观经济学会常务理事，2014年入选山西统一战线“高端人才计划”。长期从事能源经济、区域经济、产业规划与政策咨询等方面的研究工作，主持或参与国际合作、国家社科基金、国家各部委、山西省政府及省级各部门委托研究课题和国民经济发展专项规划60余项，参编著作10余部，在《经济学动态》、《宏观经济管理》等CSSCI、国家级、省级刊物公开发表论文40余篇，获山西省精神文明建设“五个一工程”优秀作品奖一项、山西省社科优秀成果二等奖两项、国家能源局软科学研究优秀成果三等奖一项、山西省“百部篇工程”一等奖一项。

《中青年经济学家文库：矿产资源的产权残缺与租值耗散问题研究》：
资源租的概念。根据马克思的地租理论，矿产资源所有者权益主要是通过矿产资源租来实现的。所谓资源租金，是指矿产资源开发者为了获得资源的开采权，向资源所有者所做的支付。就像土地有绝对地租和级差地租一样，矿产资源租一般是由绝对矿租和级差矿租构成的，对于特殊稀有珍贵的矿产资源（如金、银、宝石、石油等），还应该包括垄断矿租。由于矿产资源的自然丰度、开采条件、选冶条件以及区位条件等客观差异的存在，决定了矿产资源具有优等、中等、劣等之别，开采不同的资源，其矿产品质量、劳动生产率以及获得的收益必然有差别。为了满足社会对矿产品不断增长的需求，需要以劣等资源决定的个别生产价格作为社会生产价格。这样，开采优等、中等资源的个别生产价格就会低于社会生产价格，从而获得一些超额利润。因此，所谓绝对矿租就是指矿产资源所有者凭借对矿产资源的垄断所获得的矿租，实质上是开发劣等资源的机会成本，即放弃的资源未来收益；所谓级差矿租则是指在矿产资源所有权和开采权分离的条件下，开发优等、中等资源获得的超额利润就转化为租金，归矿产资源所有者。
资源租的实现方式。在现实社会中，矿产资源所有权与使用权通常是分离的，矿产资源租作为矿产资源所有者权益，就是矿产资源最优配置时的矿产资源价格，在形式上为矿产资源开发者向矿产资源所有者缴纳的权利金或矿区使用费等。其中，权利金是矿业权人对矿产资源所有者（一般为国家）的支付，是矿产资源所有者权益经济实现的基本方式。权利金的征收对象是开采国有矿产资源的矿业权主体。各类矿产资源无论优劣，都要征收权利金，而且同一矿种适用统一的费率标准，即开采劣等资源的矿业权人与开采优质资源的矿业权人的权利金费率相同。权利金的费率标准是以开采劣等资源的矿业权人的超额利润空间为基础的，而超额利润体现的是资源的绝对收益。因此，权利金的支付事实上就是一种绝对地租的支付。在经济发展的不同时期，国家依据对权利金比率的调整，调节矿业经济的运行，使其与整个国民经济的运行保持协调。
2.矿产资源管理权收益
无论矿产资源是否属于国家所有，矿产资源的管理权都归属于国家。国家凭借其政治权利对矿产资源履行行政管理职能，这种管理监督是强制的，并参与矿业收益分配。在矿产资源开发中，国家需要通过法律法规建立和维护矿业市场的正常秩序，需要对资源勘察和开采企业进行审查、管理和监督，规范其经济行为。在这个过程中，中央政府代表国家管理矿产资源，同时委托或授权地方政府对本辖区的矿产资源进行管理。依据生产要素或价值分配理论，各级政府作为矿产资源的行政管理者，由于其不断提供资源管理服务，而且需要耗费一定的财力、物力和人力，因此有权从矿业收益中获得补偿。
各种名目的矿业税费正是矿产资源的管理者和矿业权人之间经济关系的重要组成，是各级政府凭借其行政权力筹集财政收入，参与矿业收益分配的一种手段。国外主要矿业国家矿产资源税费制度基本上由两大部分组成：一是所有工业企业都适用的普通税制，如所得税（利润税）、营业税等，服从一般的税收制度与规定；二是矿业特有税费制度，如权利金、资源税、矿区恢复保证金等，反映国家的所有权权益。
