面对经济转型的结构性矛盾，我们需要以更大的决心和魄力攻坚结构性改革，闯出一条以结构性改革化解结构性矛盾的新路子。“十三五”，适应经济转型的大趋势推进结构性改革，重点是正确处理好市场、企业和政府的关系，更大程度地发挥市场在资源配置中的决定性作用，进一步激发企业活力，加大更有效的制度供给，以实现经济转型的实质性破题。

Content Description

改革开放的实践表明，无论是一个地区，还是一个企业，往往不是赢在起点，而是赢在转折点。“十三五”是我国经济转型升级的历史关节点，增长、转型与改革高度融合，经济转型升级蕴藏着巨大的增长潜力和市场空间。适应经济转型升级的大趋势，如何“赢在转折点”是方方面面共同面对的重大问题。本书提出了“十三五”以经济转型升级为主线的结构性改革的行动建议。
1.产业变革正处在由工业主导向服务业主导的转折点：“十三五”，我国经济转型升级的核心是产业结构变革：一方面，工业化进入后期，服务业加快发展是大趋势；另一方面，由于产业结构不合理的矛盾日益突出。到2020年，形成服务业主导的产业结构，关键在于以打破垄断为重点推进服务业市场开放，并着力破除服务业市场开放中的政策与体制性矛盾。
2.城镇化正处在由规模城镇化向人口城镇化的转折点：“十三五”，我国进入人口城镇化发展的新阶段。新型城镇化仍是我国发展的潜力。基于此，“十三五”深化户籍制度改革要有新的思路：一是由对人口的控制向对人口的服务与管理转变；二是由城乡二元户籍制度向全面实施居住证制度转变；三是人口管理由治安部门为主向人口服务部门管理为主转变。到2020年，用居住证制度取代城乡二元户籍制度是重大的历史性突破。
3.消费结构正处在由物质型消费为主向服务型消费为主的转折点：“十三五”，随着我国进入工业化后期，13亿多人的服务型消费全面快速增长是一个大趋势，消费结构开始由物质型消费为主向服务型消费为主升级。问题在于投资消费失衡成为当前经济运行中一个突出的结构性矛盾。到2020年，基本形成消费主导的经济增长新格局，关键是要推进投资转型，实现投资与消费的动态平衡。
4.对外开放正处在由货物贸易为主向服务贸易为重点的转折点：“十三五”，我国扩大对外开放与新一轮全球自由贸易形成历史交汇，这为我国以服务贸易为重点的“二次开放”提供了重要机遇。为此，需要全面实施自由贸易战略，加快“一带一路”建设，在服务业市场双向开放中创造有利于经济转型升级的外部条件，在开放中推进全球自由贸易进程，在开放中提升我国参与全球治理的制度性话语权。
5.教育需要第二次改革：“十三五”，我国由人口红利向人力资源红利转变是一个大趋势。面对经济转型升级和经济结构调整的“双重挑战”，通过加快教育结构变革提升人力资源的迫切性日益增强。“十三五”，深化教育改革，需要推进教育有序开放和“去行政化”，促进教育结构调整，初步形成与经济转型升级相适应的人才供给结构。
6.建立公平可持续的社会保障体制：“十三五”，随着人口老龄化的时代到来，养老、医疗等社会保障需求快速增长，人口城镇化要求建立城乡统一的社会保障体制；扩大内需、拉动消费有赖一个健全的社会保障体系。“十三五”要以基础养老金全国统筹为重点，加快建立公平可持续的社会保障制度，夯实“社会政策要托底”的制度基础，为经济转型升级提供强大动力。
7.推进以监管变革为重点的政府改革：“十三五”，市场监管有着很强的特殊性：一方面，随着消费结构升级，释放内需潜力直接依赖于市场监管的有效性；一方面，市场监管转型滞后成为纵深推进简政放权改革的“大短板”。在这个背景下，无论是简政放权向纵深推进，还是消费结构升级、释放内需潜力，都直接依赖于市场监管的有效性。
8.以经济转型升级为主线的结构性改革：“十三五”是我国跨越中等收入陷阱的重要历史节点。在这个特定背景下，结构性改革要以经济转型升级为主线，并处理好五大关系：一是速度与结构的关系；二是短期与中长期的关系；三是政策与体制的关系；四是政府与市场的关系；五是顶层设计与基层创新之间的关系。

迟福林，研究员，博士生导师，第十一届、十二届全国政协委员。中国（海南）改革发展研究院院长。兼任中国经济体制改革研究会副会长、中国行政体制改革研究会副会长。国家“十三五”规划专家委员会委员。国家行政学院、中国井冈山干部学院、北京大学、浙江大学、东北大学等多家高等院校的特聘教授。
多年致力于经济转轨理论与实践研究，围绕我国改革开放进程中的重大经济、社会问题，在政府转型和基本公共服务均等化等方面进行深入研究。在上述研究领域，共出版中英文专著四十余本，公开发表学术论文八百余篇，主笔或主持研究形成研究报告七十余本，提交了大量政策建议报告，在决策和实践层面产生了积极影响。曾获得“全国五个一工程”“孙冶方经济科学论文奖”“中国发展研究奖”等研究奖项。享受国务院特殊津贴专家，2002年被中组部、中宣部、国家人事部和国家科学技术部联合授予“全国杰出专业技术人才”荣誉称号，2009年入选“影响新中国60年经济建设的100位经济学家”,2015年入选《20世纪中国知名科学家学术成就概览(经济学卷)》。
